Description

Department of Veteran Affairs intends to procure on a sole-source basis for FedSMR radios from the Federal Radio Service Corp. Currently, all radios used within VACO Building for emergency evacuation and/or SIP must be replaced because they don?t comply with the National Telecommunications and Information Administration (NTIA) ?narrow band? communications regulations. These regulations are due to go into effect at the end of 2004. Additional, many of the radios have been in use for ever 10 years and are far beyond their programmed life cycle. FedSMR Radios are a special mobile radio service that exclusively supports the U.S. Federal Agencies. The authorization for FedSMR service is granted via contract with Department of Commerce and administered by the NTIA. The purpose is to provide spectrum efficient trunked radio communications to a variety of government users that can benefit from multiple talk groups and other features trunking providers without the costs associated to build, manage and maintain a complete system. The operating frequencies fall within the government UHF band from 406 to 420 MHz. The frequencies for SMR radio service are granted for operations in Philadelphia, Baltimore, Washington, DC Metro Area, Norfolk, and New York City. Federal Radio Service Corp (FRSC) operates the trunked radio service for federal government agencies and contractors under contract from the Department of Commerce / NTIA, issued by National Institute of Standards contract # 50SANT300028. Federal Radio Service Corp (FRSC) is the only source for FEDSMR & 1CommWireless airtime service, compliant equipment and maintenance service. No other company is authorized by FRSC or under contract with the Department of Commerce to provide dedicated government trunked radio service. In accordance with FAR part 12.603 Streamlined Solicitation for Commercial Items This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6,as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a Request for Quote (RFQ) identified as VA-101-05-RQ-0008. This solicitation is not set aside for small businesses only; it is unrestricted with respect to size status of companies.
