Description
The 20th Contracting Squadron, Shaw AFB, S.C. intends to negotiate a sole-source contract with Motorola U.S. Federal Government Markets Division for an equipment and staging solution for a SmartNet II trunked Radio System with no consoles and conventional over the air rekey (OTAR) capability. The Motorola 3600 series equipment will be used to upgrade the current secure digital conventional LMR network at Al Udeid Air Base to a secure digital trunked LMR network with OTAR capability. The contractor shall provide all equipment as well as assemble, configure, install cabling, and test equipment. The set-up and staging process will consist of the following processes: inventory management including the complete accountability for all Motorola manufactured and third-party equipment utilizing a barcode recording system; development of a system installation manual including equipment layout drawings, system interconnect documentation, and all programming information; custom-fabrication of cables and connectors based on equipment layout drawings; system assembly as it will appear in the USCENTAF Al Udeid communication sites; initial equipment programming and level setting; complete system feature and functionality testing; generation of a software inventory and version list of all software shipping with the system along with the documentation of key equipment jumper settings; generation of a serial number list of all major hardware components in the system. The authority of this noncompetitive award is 41 U.S.C. 253 (c)(1) as set forth in FAR 6.302-1. Interested concerns may identify their interest and submit a capability statement that demonstrates their ability to provide the required equipment and staging services. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive acquisition. This notice is NOT a request for competitive proposals. No solicitation is available; therefore, requests for such documents will be considered invalid responses. A determination by the government not to compete this proposed requirement is solely within the discretion of the Government. Responses to FA4803-05-QA066 must be in writing. All questions should be directed to Andrew Berg at andrew.berg@shaw.af.mil. If no affirmative responses are received by 4:30 PM EST on 18 Mar 05, the Contracting Officer will proceed to issue a contract to Motorola U.S. Federal Government Markets Division.
