Description
Source Sought Synopsis for maintaining the instance of the Comprehensive Cost & Requirements System (CCaRs) for the Human Systems Group (HSG), 7980 Lindbergh Landing, Brooks City-Base, TX 78235-5119. Technical Contact Point: Mr. Scott Zingler, (210) 536-6000; Contracting Officer: Mr. William Keihl (210) 536-6318. HSG is seeking industry inputs for proving technical and functional support to the instance of CCaRs that is operating on the HSG Local Area Network. Support includes maintaining all the interfaces between CCaRs and other automated systems; providing all CCaRs updates and upgrades in concert with the rest of the Air Force CCaR user community; trouble shooting technical issues including those related to interfaces and interaction with the HSG LAN; performing back-up, performance tuning, recovery, and trouble shooting for servers supporting CCaR; and provide support in the operation of the CCaR database table structure, database links, and stored procedures. Must evaluate/estimate and implement/obtain HSG unique CCaR modifications that are implemented by the owner of CCaRs across the CCaR user community. Shall maintain customer accounts, HSG business rules, business management review templates for various HSG customers, provide backfill support for routine transactions, storing and linking source documents to appropriate CCaR records, and provide database integrity support. Shall provide tailored just-in-time CCaR training to HSG personnel. This synopsis is for information and planning purposes only and does not constitute a solicitation, nor is it to be construed as a commitment by the Government. The Government will not pay for any effort expended in responding to this notice. A Request for Proposal (RFP) for this support is intended to be released in 3QFY05. This is anticipated to be followed by a sole source award to the owner of the CCaRs source code. Request that interested offerors provide a white paper (less than twelve (12) pages in length) submitted in writing by 18 Mar 05. The paper should describe how services will be delivered to HSG at Brooks City-Base. Particular interest will be given to how prospective offerors will work effectively with the owner of the CCaRs source code to make support to HSG seamless. Also address transition from current support arrangement by source code owner to the prospective offeror.
