Description
This procurement is for the solicitation of a Two Phase Design/ Build Firm Fixed Price contract for the Fire and Emergency Services Center, Phase III (FESC) located at Fort Lee, VA. Project No. 60379. This two phase Design/Build solicitation will be for the design and construction of a FESC of approximately 12,500 square feet. The building shall be new construction one story, have five (5) drive-thru structural apparatus bays, and attach directly to the existing FESC structure with a load bearing maso nry and steel frame combination structure and standing seam metal roof. Major Functional areas in the building are apparatus bays, dorm rooms and laundry facilities. The site shall include utilities,gas, sanitary sewer, parking, pavements, and walks. Furni ture will not be included in the construction. Project includes information systems, fire protection and alarm system, and a public address system. Access for the handicapped shall be provided. The project will comply with USACE Criteria and NFPA standards . The site is located on Government owned land at Fort Lee, VA, at the corner of 5th Street and Adams Avenue. The solicitation will be done in two phases. Selection criteria factors are as follows: PHASE ONE: (1) Offeror Past Performance. (2) Relevant Experience (3) Offeror Project Key Personnel and (4) Technical Approach. PHASE TWO: (1) Facility Design and Site Engineering (2) Facility Engineering (3) Site Design and Equipment (4) Management Plans and Schedules and (5) Subcontracting Plan and Price. A maximum of five offerors selected during PHASE ONE will advance to PHASE TWO. Offe rors will be evaluated on both technical proposal and price. The Government reserves the right to reject any or all proposals prior to award: to negotiate with any or all proposers: to award the contract to other than the lowest price: and to award to the proposer submitting the proposal determined by the Government to be the most advantageous to the Government. PROPOSERS ARE ADVISED THAT AN AWARD MAY BE MADE IN PHASE TWO WITHOUT DISCUSSION OR ANY CONTACT CONCERNING THE PROPOSAL RECEIVED. The receipt date f or Phase I proposals is April 27, 2005. The magnitude of construction is estimated to be between $1,000,000.00 and $5,000,000.00. THIS IS AN UNRESTRICTED PROCUREMENT. Plans and Specifications will not be provided in a printed hard copy format.
