Description
Notice of Intent to award to a sole source. The Bureau of Reclamation (Reclamation) has a requirement to conduct (1) Becker Penetration Tests (BPT) with Pile Driving Analysis (PDA); (2) Friction Pullback Testing in the BPT borings (2 per boring); and a (3) Case Pile Wave Analysis Program (CAPWAP) to perform to CAPWAP analyses per boring at Morman Island Dam. The contractor shall complete four BPT boring each approximately 75 feet deep, and four additional borings approximately 75 feet deep shall be completed by the contractor at the government's option. The BPT equipment shall consist of a Model AP-1000 drill rig manufactured by Drill Systems, Calgary, Alberta, Canada (403) 295-7676. The rig shall be equipped with an International Construction Equipment (ICE) Model 180 Diesel Pile Hammer. The hammer shall be equipped with a Gardner-Denver rotary blower supercharger Model No. 3PDR-9 connected to one of the inlet ports of the diesel pile hammer combustion chamber. The Becker Hammer drive casing outside diameter shall be 6.6 inches. The BPT soundings shall be advanced with a 6-5/8-inch O. D., 8-tooth crowd-out, closed-end bit with a machined end plug for the purpose of collecting blowcounts to specified depths and for subsequent tremmie backfilling. A 1/4-inch N.P.T. T-fitting from the bounce chamber pressure gage, which is to allow for the connection of an electric transducer and automated data collection system, shall be provided. The contractor shall provide pullback force and displacement measurement equipment for Standard Penetration testing developed by GRL, Inc. for the Federal Highway Administration. The strain (force) transducers will be monitored by signal conditioning units and fed into a laptop computer. The displacement will be monitored with a string/tape extensometer/potentiometer. The contractor shall provide PDA equipment suitable for obtaining continuous data to estimate the energy transferred to the top of the Becker Hammer drive casing and to correct to Nb30 for each one-foot drive interval. PDA measurements are to be taken with force and acceleration transducers on the drill string by an instrumented pipe section with a Pile Dynamics, Inc. pile driving analyzer. The contractor shall prepare an Investigation Report containing investigations logs, pull back data, PDA data, and CAPWAP analysis results. It is Reclamation's opinion that Great West Drilling, of Fontana, CA possesses the above experience and is the only source capable of providing Reclamation with the services required. This is not a formal solicitation. However, individuals or concerns that respond shall be able to provide proof of their capability to meet the above requirements prior to being provided a copy of the solicitation.
