- PLEASE READ THIS ENTIRE NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. This is a synopsis for commercial items prepared in accordance with FAR Part 13.5, Test Program for Certain Commercial Items, and prepared in accordance with the format in Subpart 12.6, Streamlined Procedures and Solicitation for Commercial Items, as supplemented with additional information in this synopsis. Please Note Due Diligence Will Be Conducted in New Orleans, LA, 70123, Prior to Submission of Offers. It is anticipated this acquisition will result in a Firm Fixed Price, Performance Based Contract. Commercial items FAR 52.212-1 Instructions to Offerors-Commercial Items, 52.212-2 Evaluation-Commercial Items, 52.212-3 Offeror Representations and Certifications-Commercial Items, 52-212-4 and Contract Terms and Conditions-Commercial Items, will apply to this solicitation, and may be downloaded from http://www.farsite.hill.af.mil or http://www.arnet.gov/far. Minerals Management Service (MMS), Procurement Operations Branch, is the contracting office for this procurement and the resultant contract administration and payment of invoices. All vendors must be registered in the Central Contractor Registration (www.ccr.gov) effective October 1, 2003, in order to receive Government contracts. All responsible and responsive offers will be considered. PURPOSE: This requirement seeks a complete solution managed by one primary vendor of services and equipment to provide the Gulf of Mexico Region (GOMR) and the Offshore Minerals Management Program (OMM) with an onsite quality 3-D collaborative immersive visualization center in the MMS GOMR Regional Office located in New Orleans, LA, that will be used by employees to improve productivity, enhance evaluations and reduce risk of assessments, and provide a delivery mechanism to management to expedite decisions. OBJECTIVE: The primary objective is to provide geoscientists and engineers in GOMR Office of Resource Evaluation the ability to interact with data and interpretations as a team to eliminate discrepancies in evaluations. The visualization environment should collapse a string of linear processes to one shared process where all disciplines can act together. Utilization is important, the design and implementation of this center should provide functionality in an environment that ensures geoscientists like working in the room and the room gets used often. The Minerals Management Service will select a "best value" solution that is a combination of best technological solution and lowest price with minimal recurring costs that comes closest to meeting these objectives.
