Description
The Naval Surface Warfare Center - Panama City, Panama City, FL intends to issue a Sole Source Purchase Order to Saunders Yachtworks, 27075 Marina Road, Orange Beach, AL 36561 on a sole-source basis for the salvage of components from a recently wrecked 24 foot Rigid Hull Inflatable Boat (RHIB), installation of those components onto another RHIB, and the performance of all work necessary to update this hull and one additional hull to the configuration established under contract N61331-00-C-0043. Saunders Yachtworks was competitively selected to perform the prototype design and installation of the new engine and drive train (Cummins BT5.9M1, Twin Disc MG-507 transmission, and Konrad 520 Outdrive). Saunders Yachtworks was subsequently awarded contract N61331-00-D-0043 to upgrade the configuration of 13 additional RHIB to the new engine and drive train configuration. The government did not procure a drawing package defining the work required to complete this conversion dur! ing the prototype stage. Based on the government's review of the cost to obtain a competitive technical data package suitable for competition of the subsequent conversion, contract N61331-00-D-0043 was awarded on a sole source basis. This situation has not changed, as the government still does not have a technical data package. Only Saunders Yachtworks has the necessary technical data to perform the work required to upgrade the configuration of the two RHIB to the new engine and drive train configuration required. This action will result in one fully configured RHIB, including the engine and drive train installed, and one RHIB converted to accept the new engine and drive train, but without the engine and drive train installed. Award will be based on the written quotation. The anticipated award date will be on or about Mar 21, 2005. Delivery will be to the Naval Support Activity - Panama City, Receiving Officer, Building 100, 101 Vernon Avenue, Panama City, FL 32407-7018. P! eriod of performance will be 90 days from issuance of the order. NAICS Code 336611. Size Standard is 1000 employees. PSC is J019. Note 22 applies.
