- The Space and Naval Warfare Systems Center Charleston (SSC-C) has several communications and Information Warfare (IW) programs that support or relate to the Government's ability to maintain strategic and tactical dominance. SSC-C oversees and manages technical network operations, applications research, and new technology transfer. Numerous technical networks process classified and unclassified information at Navy sites ashore and afloat. SSC-C continuously monitors and field-tests deployed systems, system upgrades, and systems under development to ensure Fleet communications needs are met. SSC-C also evaluates and tests new technologies to determine their usefulness to many US and foreign government agencies. SSC-C anticipates a contract to research, develop, evaluate, test, and support classified and unclassified work under these new technologies. A fixed-rate, indefinite-delivery/indefinite-quantity contract is contemplated, for one base year and four one-year option periods. After contract award, tasking will be by orders issued as work arises, and may be for any duration and dollar amount. THIS NOTICE IS FOR PLANNING PURPOSES ONLY. Firms are invited to submit documentation, literature, brochures, and references to affirm that they possess the required specialized experience with the cited technology, and the capabilities necessary to meet or exceed stated requirements. Submit responses EITHER ELECTRONICALLY OR IN PRINT to Space & Naval Warfre Systems Center Charleston, Code 0217EB, P.O. Box 190022, North Charleston, SC 29419-9022, or via email to elizabeth.ball@navy.mil. Responses may not exceed two pages and must include (1) firm's name and address, (2) business size (average annual revenue for the past three years, and number of employees); (3) ownership (Large, Small, Small Disadvantaged, 8(A), Veteren-Owned, Woman-Owned); (4) number of years in business; (5) two contact points (names, titles, phones, fax, emails); (6) DUNS number if available; (7) affiliate information (parent corporation, joint venture partners, potential teaming partners, prime contractor if your firm is a potential sub or subcontractors if your firm is a potential prime); (8) a list of not more than five customers during the last three years (highlight relevant work, including a summary of work performed, contract number, contract type, dollar value, contact point with phone number). THIS NOTICE IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. This is NOT A SOLICITATION FOR PROPOSALS and no contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing responses or with any follow-up information. Respondents will not be notified of the results of this notice. Respondents deemed fully qualified will be considered for any resulting solicitation. The Government reserves the right to consider a Small Business Set-Aside or 8(A) Set-Aside based on responses hereto. The applicable NAICS Code is 541330, with a size standard of $4 million in average annual receipts. PLEASE SEND SUBMITALS BY 17 MARCH 2005.
