Description
The Space and Naval Warfare Systems Center, San Diego (SSC SD) intend to issue Request for Proposal (RFP) No. N66001-05-R-0008 for Communication & Sensor System support services for both military and commercial technologies. The effort will provide advanced technical systems engineering support in concept formulation, design, development, integration, prototyping and evaluation & characterization, and transition of new technology for programs using communications and networking, sensors, signal processing, information and control systems. This requirement supports the Department of Defense (DoD), Department of Homeland Security (DHS), Office of Domestic Preparedness (ONP), and Department of Justice (DOJ) agencies in providing end-to-end systems engineering, advanced concept formulation, design, development, integration, prototyping and evaluation & characterization, and transition of new technology for programs using communications and networking, sensors, signal processing, information and control systems. Typical systems and sensors include, but are not limited to, military and civilian voice, data, video, and information communication systems; networks and situational awareness; infrared, optical, radar, and geolocation systems; radiological and ancillary systems. The estimated level of effort is 267,500 hours for the entire performance period that will consist of a one (1) year base period with four one-year options for a total of five years. This is a full and open competition procurement. An Indefinite Delivery, Indefinite Quantity type contract with a cost-plus-fixed-fee (CPFF) pricing arrangement is anticipated. The Government anticipates multiple awards pursuant to the criteria in the RFP. Large businesses are encouraged to form joint ventures with small businesses. The North American Industry Classification System (NAICS) Code is 541710 ??? Research and Development in the Physical, Engineering, and Life Sciences, and the Small Business Size Standard 500 employees. All responsible sources may submit a proposal that shall be considered by the Government. The estimated released date for the solicitation is 20 April 2005 and response will be due 30 days thereafter. The solicitation will only be available electronically. Electronic copies of the RFP may be obtained from the SPAWAR E-Commerce website at http://e-commerce.spawar.navy.mil under SSC San Diego "Open Solicitations". Hard copy versions of the RFP and any subsequent amendments will not be available. Firms are encouraged to review the website regularly for important solicitation information.
