Description
The Pension Benefit Guaranty Corporation (PBGC) intends to enter into a Sole Source agreement in accordance with FAR 13.106-1B of the Federal Acquisition Regulation with Ms. Joan Haynesworth to provide assistance with processing time sensitive Freedom of Information Act requests for PBGC records. The Contracting Officer determines that the circumstances of this action being deemed only one source reasonably available. The nature of the acquisition requires a contractor that has experience as a paralegal working within the Freedom of Information and Privacy Act requests received by PBGC. The basis for this determination is that PBGC has a requirement for a contractor who maintains a consistent high level of production and attention to detail. This contractor will assure that an extremely high level of accuracy is maintained at all stages of processing the request. This position is to process date sensitive requests (statutory deadlines under both the FOIA and Privacy Act) involving production of PBGC records. PBGC is receiving record numbers of requests from participants in recently trusteed plans. In order to effectively process this influx of requests PBGC needs someone with knowledge and understanding of FOIA and Privacy Act involving production of PBGC records. Ms. Haynesworth has over 20 years experience in other Federal Agencies as a paralegal working within the Freedom of Information and Privacy Act areas. In the last year, as a PBGC contractor, she has become very familiar with PBGC?s record systems and developed contacts throughout the agency that allow her to locate and collect documents and process FOIA request at a consistently high rate. Her familiarity with PBGC records will be invaluable in processing these time-sensitive requests and will help us deal with the anticipated demand. These unique capabilities are essential to this project. This notice of intent is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to the requirement by submitting documentation to Flora Taylor at the office identified above, by fax (202)326-4162 or by e-mail at (taylor.flora@pbgc.gov) which establishes that their specifications or qualifications meet PBGC's requirement. Documentation must be received within ten (10) days after the date of publication of this synopsis to be considered by PBGC. A determination by PBGC not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
