Description
The Naval Air Warfare Center Weapons Division (NAWCWPNSDIV) intends to procure, on an other than full and open competition basis, performance based technical services from Raytheon Company, Space and Airborne Systems Division, 2000 East El Segundo Blvd., El Segundo, CA 90245-0902. The services procured will support the F/A-18 Advanced Weapons Laboratory (AWL) at China Lake, CA 93555-6100 in meeting Sea Power 21-related fleet requirements. This proposed contract will address the most time consuming, technically challenging and high-risk sensor software changes that occur on the F/A-18/EA-18 aircraft. The proposed contract will have a five-year period of performance and will include a level-of-effort (LOE) not to exceed 161,300 hours over the five (5) year period of performance. The procurement will be processed as a Cost Plus Award Fee, Indefinite Delivery/Indefinite Quantity (IDIQ) Task Order contract type. The services will be performed at the Raytheon facilities! and at the F/A-18 AWL China Lake, California. Sensors are the latest technological edge whose function is to serve as the "eyes and ears" of smart planes by using passive and active electronic warfare (EW) to identify and locate threat transmissions followed by jamming or deceiving the threat systems. The sensor system includes infrared targeting; infrared search; legacy and new generation radar; EW passive signal location and identification; EW warfare jamming and deceiving; laser designation and tracking; visual designation and tracking; and a data link from other aircraft, ground troops, ships, and satellites. Specific sensor software and hardware efforts under this contract will be related to AN/APG-65 and AN/APG-73 legacy radars; AN/APG-79 Active Electronically Scanned Array (AESA) radar; and the AN/ASQ-228 Advanced Targeting Forward Looking Infrared (ATFLIR) sensor pod. Inclusive are US Navy and Marine Corps domestic and Foreign Military Sales (FMS) legacy radars ! improvements; Air/Ground Radio Frequency Interference (RFI) protection; Multi-Sensor Integration (MSI) improvements; a portion of Integrated Defensive Electronics Countermeasures (IDECM) to include AN/ALR-67(V)3 Radar Homing and Warning system; Precision Radar and Reconnaissance (RECCE); radar Built-In-Test (BIT) fixes and fleet reported deficiencies. Raytheon Company is the designer, developer and sole manufacturer of the primary radar hardware and software contained in all F/A-18 models. Raytheon Company possesses the requisite knowledge of the F/A-18 aircraft sensor systems and also maintains the design, specifications, drawings, detailed knowledge of sensor system performance and manufacturing techniques. They are the only known firm with the required expertise, facilities, and laboratory assets necessary to accomplish the proposed software and hardware sensor systems support and development efforts. Additionally, as sole source manufacturer of the sensor systems, Ray! theon Company, is capable of developing radar electronic countermeasure improvements and incorporating the enhancements for new sensor tactical capabilities. Any firm believing that they can provide required services, may submit a written response, which shall be considered, clearly showing their ability to perform the work without compromising the quality, accuracy, reliability, and delivery of the product to the fleet.
