- Description
- The U.S. Environmental Protection Agency (EPA) has a requirement for Emergency and Rapid Response Services (ERRS) to support removal program activities in Puerto Rico and the U.S. Virgin Islands. Contractors shall provide fully trained personnel, services, materials, equipment and supervision within a response time of 8 to 48 hours to accomplish all storage, transportation, treatment and disposal of oil, petroleum products, hazardous substances, pollutants or contaminants in accordance with all applicable and relevant safety and environmental laws and regulations. This procurement will be totally set-aside for Service-Disabled Veteran-Owned Small Business concerns. The resultant contract will be performance based with a one year Base Period and four (4) 12 month award terms. The contract type is Indefinite Delivery/Indefinite Quantity with fixed rates for labor and equipment and cost-reimbursement provisions for other direct costs. The minimum guaranteed amount is $100,000. The contractor shall conduct ERRS services in accordance with Section 104 of the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA) or Superfund of 1980, as amended by the Superfund Amendments and Reauthorization Act (SARA); Section 311 of the Clean Water Act (CWA), as amended by the Oil Pollution Act (OPA) of 1990; Subtitle I of the Resource Conservation and Recovery Act (RCRA) and pursuant to the National Oil and Hazardous Substances Pollution Contingency Plan (NCP) (40 CFR Part 300); Presidential Decision Document (PDD) #39; the Robert T. Stafford National Disaster Act, the Federal Response Plan and any reauthorizations or amendments to any of the above named statutes and new response legislation.
