Description
NAICS Code: 541620 The U.S. Environmental Protection Agency (EPA), Office of Radiation and Indoor Air (ORIA), Indoor Environments Division (IED), intends to award a firm-fixed-price Purchase Order using Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, to implement a program to improve fuel efficiency and reduce pollutant emissions of improved home cooking and/or heating technologies. Part of IED's mission is to identify and demonstrate effective approaches for increasing the use of clean, reliable, affordable, efficient, and safe home cooking and heating practices to reduce exposure to indoor air pollution through its involvement with the Partnership for Clean Indoor Air launched at the World Summit for Sustainable Development in September 2002. Under the proposed Purchase Order, the contractor will conduct fuel efficiency and emissions testing of improved home cooking and/or heating technologies in the field and in the laboratory; develop technical training materials and curriculum on the design and performance of improved technology and fuel; conduct technical training workshops in select host countries; and provide technical assistance to pilot project stakeholders (governments, non-governmental organizations, and technical institutes in several countries in Asia, Africa and Latin America). The estimated level of effort for this requirement is approximately 1,050 hours and the estimated period of performance is from the award date through September 30, 2006. The Request for Quotes (RFQ) including the Statement of Work, evaluation factors, and quote submission instructions, will be available on or about March 25, 2005 at the following website: http://www.epa.gov/oamhpod1/admin_placement/0500143/index.htm. It is the responsibility of interested parties to download the RFQ and related documents from the aforementioned website and to regularly monitor it for any updates to the RFQ.
