Description
The Transportation Security Administration intends to award a contract on a single-source basis to Performance Assessment Network, Inc. (PAN). The purpose of the contract award is to provide support services to the Federal Flight Deck Officer (FFDO) Program. The support services include maintenance of the on-line infrastructure that supports all phases of the assessment, selection, and operational processes of the FFDO Program. In addition, the support services include the delivery, scoring, and reporting of computer-based test results for the application process for the FFDO Program. The information technology infrastructure developed by PAN under a previous contract is essential to all aspects of the FFDO program. This infrastructure was developed “from scratch” and is entirely customized to meet the unique needs of the FFDO program. This infrastructure provides the means by which interested volunteers apply to the program, and enables them on a day-to-day basis to verify status, update status, and to identify any personal information required for training and deputation. In addition, this infrastructure provides the basis for the management and conduct of the entire selection process, including testing, psychological interviews, background investigations and training. A single source contract award would alleviate the need for training new vendors to re-create the information technology infrastructure. Duplicative development costs may also be incurred to the Government if a new vendor was required to establish and maintain this infrastructure. Unforeseen problems or obstacles in making the transition to a new vendor could potentially jeopardize program operations and result in unacceptable exposure to security problems. The proposed contract award covers a base period of one year, with one option period of one year.
