Description

Architect-Engineering Services: Indefinite Delivery, Indefinite Quantity contract for the Air National Guard Combat Readiness Training Center-Gulfport and Army National Guard located at Camp Shelby, Mississippi. Scope of Services: Architect and engi neering services are required to provide type A Services (soil boring, site development, cost analysis, alternative designs), type B Services (actual project designs in accordance with all applicable codes and regulations), and type C services (const ruction inspection) for maintenance and repair projects, alterations and additions to existing facilities or design of new facilities. These projects will require multidiscipline-engineering services in investigative, design, and inspection. List of prop osed projects are as follows: Replace Munitions Complex, Facility Repairs, Miscellaneous Pavement projects, and Utility System Studies. The services required for each project will be negotiated under a separate delivery order. Evaluation factors: 1. Prof essional qualifications of disciplines (not intended to be all inclusive): Architect, Civil Engineer, Electrical Engineer, Mechanical Engineer, Structural Engineer, Environmental Engineer and Energy Management Specialist. 2. Specialized experience and te chnical competence. 3. Capacity to accomplish work in required time. 4. Past Performance. 5. Location of Firm in general geographical area of project. 6. Volume of DOD Work in past 12 months. Any resultant contract will be for a period of one year with an option for additional four years of service. The maximum individual task orders may be of any value within the contract maximum ceiling value (base year and up to 4 option years) of $10 million. A/E firms located outside the commuting distance (9 0 miles) of Camp Shelby and Gulfport, Mississippi that wish to be considered must be willing to establish a temporary branch office within the commuting distance. The government will not pay for out of town travel. A single contract is to be awarded from this solicitation. Firms desiring consideration shall submit Standard Form 330 to Lieutenant Colonel James Wallace, ANG/CRTC, 4600 Hewes Avenue, Gulfport, Mississippi 39507 to be received no later than April 20, 2005. Include the number and dollar value of the A/E contracts awarded by the Air National Guard and DOD agencies (include the previous year if the previous year is less than 6 months). Also include copies of any government evaluation reports showing performance on past work if available. The N AICS is 541330 Engineering Services ($4.0 Million) and the Standard Industrial Classification is 8711. This announcement is being solicited on an unrestricted basis. Should a large business be selected for this contract, it shall comply with FAR 52.219 -9 Small Business and Small Disadvantaged Business Subcontracting Plan, for that portion of work it intends to subcontract. This plan is not required with this submittal, but must be approved prior to award to any large business. All firms must be regi stered in the DOD Central Contractor Registration (CCR) database prior to any award resulting from this announcement. This is not a Request for Proposal.
