Description

Any prospective Offeror interested in obtaining plans and specifications for this solicitation must register on ou r website at http://ebs.sas.usace.army.mil/. Contractors may view and/or download this solicitation and all amendments from the Internet after solicitation issuance. Description of Work: This solicitation is for upgrades to the Central Energy Plant and w ill include demolition of two existing boilers, installation of two 50,000 lbs/hr boilers with all related appurtenances, demolition of two chillers, installation of two 1600 ton two stage steam fired absorption chillers with all related appurtenances, dem olition of four cooling towers, installation of four cooling towers with all appurtenances, repair of an existing 94,000 lbs/hr wood chip fired industrial water tube steam boiler, repair existing wood yard material handling equipment, install new reclaim h opper, electrical lighting, wiring, and switchgear work, piping, and pump replacement, and installation of a direct digital control system. The contract will be solicited and procured using a Performance Price Trade-Off (PPT) Request for Proposal (RFP) in accordance with FAR Part 15.101-1. Offerors are required to submit a price and technical proposal. Each proposal shall contain the Offerors best technical proposal and best price. The technical proposal will be evaluated utilizing the factors set forth b elow. Factor 1: Corporate Relevant Specialized Experience and Factor 2: Construction Past Performance. FACTOR 1: Corporate Relevant Specialized Experience is more important than Factor 2. Price is equal in importance to ALL TECHNICAL FACTORS when com bined. Proposals shall include sufficient detailed information to allow complete evaluation. The Government reserves the right to reject any and all offers. Offerors are reminded that while the Government may elect to consider data obtained from other s ources, the burden of proof of acceptability rests with the offeror. Options will not be included. The estimated magnitude of this project is from $10,000,000. to $25,000,000. Network Analysis will be required. The solicitation is issued on an unrestri cted basis pursuant to the Business Opportunity Development Reform Act of 1988 (Public Law 100-656). This solicitation will be issued in electronic format only and will be available on or about 8 April 2005 on the Internet at http://ebs.sas.usace.army.mil . Notification of amendments will be through use of the Internet. No additional media (CD-ROM, floppy disk, faxes, etc) will be provided. It is the Offerors responsibility to check the Internet address provided as necessary for any posted changes to this s olicitation and all amendments.
