- This action is to extend the current archive date. The Federal Bureau of Prisons, Field Acquisition Office, Grand Prairie, TX intends to make a single award for the provision of Vocational Janitorial Services Instruction for the Advanced Education Program to the inmate population of Metropolitan Detention Center (MDC) Puerto Rico. Course completions shall meet all applicable Commonwealth of Puerto Rico requirements and Federal Bureau of Prisons (BOP) standards for vocational training. The North American Industry Classification System (NAICS) Code is 611519 (Size Standard: $6 million). The program will be an accredited occupational technical program with a certificate issued by a vocational-technical school, college, or university, which will be facilitated by a contractor that possesses the knowledge, skills, and abilities to instruct inmates in Janitorial Services. The contractor shall be responsible for, but not limited to, Vocational Janitorial Services Instruction. The contractor will develop lesson objectives, plans, and prepare a viable course curriculum. The contractor will provide the housekeeping and cleaning skills to inmates. The contractor will be responsible for implementing and maintaining the total program. The Janitorial Program shall include, but not limited to, the following courses: floor and wall surface car, carpet and furniture cleaning, window cleaning, restroom cleaning, use of cleaning chemicals, safety issues, and use of cleaning power equipment. Provide complete and accurate, observational and standardized assessment of students. The Contractor must be accredited or affiliated with a regional or local accredited institution. The contractor is required to have an extensive knowledge in janitorial services and housekeeping. Instructional methods are required to be equivalent to those found in occupational/vocational school. The contractor shall provide a curriculum leading to certification in the janitorial services field. All contractors doing business with the Federal Government must be registered in the Central Contractor Registration (CCR) database. The website for registration is www.ccr.gov. The contract periods will consist of a 12-month base period and four 12-month option periods for renewal. Services will be scheduled during the regular work week, Monday and Wednesday (8:00 am to 11:00 am and 12:30 pm to 3:30 pm), Tuesday and Thursday (12:30 pm to 3:30pm and 5:30 pm to 8:30 pm), Friday (8:00 am to 11:00 am), and Saturday (12:30 pm to 3:30 pm) excluding Federal Holidays. Contractor visits to the institution will be scheduled by the Supervisor of Education. The Contractor will be scheduled for six (6) sessions per day (Monday through Thursday) and three (3) sessions per day (Friday and Saturday), with a session defined as (1) hour in duration, for an estimated total of a maximum of 1440 sessions per year and estimated 1440 sessions for each option year. The sessions are on a requirements basis, therefore, schedule and sessions can change. No individual may work more than 30 hours per week. The solicitation will be available on/about December 6, 2004, and will be distributed solely through this website. Hard copies of the solicitation will not be available.
