Description
17. 17. The Government intends to issue a solicitation for the design, development, documentation, and fabrication of two (2) handling carts for the cooling chamber used in the TRIDENT II (D5) weapon system. An option for one (1) to four (4) additional handling carts may be requested. The Cooling Chamber Handling Cart (CCHC) must be able to remove, install, and transport the cooling chamber on a rail system onboard the TRIDENT II (D5) submarine. The cooling chamber is cylindrical and approximately 58 inches high, 30 inches outside diameter, and weighs approximately 4,000 pounds. The cooling chamber contains bolt holes inside, near the top, that may be used for a specially designed handling fixture. The space in which the CCHC must operate is extremely limited and the CCHC must be able to safely lower/lift and hold the cooling chamber into a tight tolerance space approximately 4 feet below deck. The handling cart will be developed using performance specifications provided by the Government. The Government intends to provide a cooling chamber to the contractor for design, development and test purposes. The anticipated contract type is Cost Plus Incentive Fee awarded on a performance basis, but the Government retains the right to award another contract type if it is deemed more advantageous. The Government intends to release the solicitation, including any subsequent amendments, via the Internet. The solicitation is projected to be released on 1 April 2005 and will be released through Navy Electronic Commerce Online (NECO) electronic posting (http://www.neco.navy.mil). The Government reserves the right to conduct a pre-award survey to include production facility site visits to verify manufacturing capability.
