- SOURCES SOUGHT SYNOPSIS (Not a Notice of Solicitation) This synopsis is issued to conduct market research for information and planning purposes under the guidelines of OMB Circular A-76 to identify commercial sources for possible conversion of these efforts to contractor performance. (This is a reissue of October 2003 synopsis as required by revised guidelines. Responses to the previous synopsis should be resubmitted.) REQUIREMENTS FOR INFORMATION TECHNOLOGY (IT) HARDWARE ACQUISITION AND MANAGEMENT SUPPORT SERVICES FOR THE AIR FORCE RESEARCH LABORATORY, AIR VEHICLES DIRECTORATE (AFRL/VA) This requirement encompasses extensive technical expertise in acquisition management, including use of databases, internet search engines, Web-based evaluation tools, as well as the operation of multiple types of ADPE acquisition and management applications, both common and custom. This effort encompasses all phases of the acquisition and management of IT hardware for the Directorate. This includes, but is not limited to evaluating VA-generated technology requirements documents, identifying technology sources, conducting technology acquisitions in accordance with all applicable laws, government regulations, DoD directives, Air Force instructions and AFMC supplemental guidelines. Generating, submitting, and maintaining Sources Sought, Requests for Quote, and all other documents and records essential to government acquisition processes. Other service related functions include: working closely with government procurement authorities and vendors to ensure timely delivery of IT hardware; working with all relevant government organizations to ensure IT is deployable upon delivery, tracking all aspects of ongoing ADPE acquisitions, including reporting on status of funds and expenditures; receiving, inspection, and inventorying of ADPE; certifying and tracking all ADPE hand receipts; managing reutilization and reporting on ADPE status; tracking and, ultimately, disposal of IT hardware. This IT acquisition activity includes a requirement for close coordination with government Acquisition Team Lead and ADPE Account Custodians.
