THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. This synopsis is for informational and planning purposes and does not constitute a request for proposal and is not considered a commitment by the Government. The Air Armament Center, Agile Combat Support Systems Squadron (ACSSS), at Eglin AFB, FL, seeks sources and information on commercially available, night vision equipment (NVE) for use in supporting the Airborne Rapid Engineer Deployable Heavy Operations Repair Squadron, Engineers (RED HORSE) combat engineering and Explosive Ordnance Disposal (EOD) missions. Airborne RED HORSE engineering and EOD operations include rapid deployment into combat locations, assessing airfield capabilities, preparing helicopter and aircraft landing areas, clearing airfield and nearby surfaces of unexploded ordnance and making areas safe for use by friendly forces. The NVE equipment shall provide an imaging infrared (IR) camera integrated with night vision goggles (NVG) to enhance operations in low light/no light environments with the following system features: the NVE must support “hands-free” operation; equipment weight and size cannot limit operations; equipment controls must be easy to operate with or without gloves being worn; power sources should provide 3-4 hours of continuous operation; battery-operated equipment must use batteries that are standard commercial or military types; NVG field-of-view (FOV) should be 40 degrees minimum; IR camera FOV should be adequate to perform RED HORSE and EOD tasks; IR camera spatial resolution must be adequate to perform “close-up” tasks that require personnel to see fine detail; minimum focus range of 50 centimeters; wide-field of view and high spatial resolution requirements can be satisfied by interchangeable lenses; combined IR and NVG image alignment provides adequate image quality to support RED HORSE and EOD tasks; NVE can be used without image deterioration in temperature ranging from -20 degrees C to 40 degrees C and can be stored without damage in temperatures ranging from -30 degrees C to 50 degrees C; NVE can be safely used in rain or snowfall; NVE will withstand normal field handling; NVE must not allow dust to penetrate inside the equipment; NVE system is submersible to a depth of 1 meter in water; personnel can use the NVE while driving vehicles or walking. To initiate an exchange of information, ACSSS requests that interested parties submit product samples, brochures, marketing materials, and/or test documentation describing the specifications and existing capabilities of the platforms. As part of your response, please include information on: performance characteristics, commercial availability (sources and outlets), delivery/lead time, and warranty terms and conditions. Responses will be evaluated and a list of potential suppliers will be established containing those firms determined capable of fulfilling the Government’s requirements. At a later date, the Government may acquire one or more units for initial testing and evaluation and a subsequent purchase of an unspecified number from one or more of these vendors. This sources sought/request for information (RFI) is for planning purposes only and shall not be construed as a request for proposal or as an obligation on the part of the Government to acquire any follow-on acquisitions. The Government does not intend to award a contract on the basis of this RFI, or otherwise pay for the information solicited. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of submission of responses to this RFI and Government use of such information. The Government reserves the right to reject, in whole or in part, any industry input as a result of this RFI. The Government recognizes that proprietary data may be part of this effort. If so, clearly mark such restricted or proprietary data and present it as an addendum to the non-restricted/non-proprietary information.
