Description
Sources Sought. The U.S. Coast Guard Engineering Logistic Center is seeking qualified sources that can receipt, disassemble, inspect and overhaul Pratt & Whitney/Turbo Power & Marine FT4A Free (power) Turbines (NSN 2835-01-269-5650 and 2835-01-269-5649) and Gearbox (2835-01-08909299). A firm fixed price requirements type contract consisting of a base year plus four option years is anticipated. Estimated quantities for each year will be shown in the solicitation. F.O.B. origin to the U.S. Coast Guard Engineering Logistic Center, Receiving Room, Bldg. 88, 2401 Hawkins Point Rd., Baltimore, MD 21226-5000. The standard repair specification provides the requirements for the receipt, disassembly, inspection and condition/test reports, overhaul/repair, re-assembly, testing preservation and packing of the Coast Guard configured Free (power) turbine/gearbox. All efforts shall be made in accordance with Pratt & Whitney/Turbo Power & Marine specifications, standards and recommended procedures for free (power) turbines as stated in the Coast Guard specification. This will be full and open competition requirement utilizing (1) OEM Pratt & Whitney Parts only (2) OEM Technical Representative shall be present during specific phases of the overhaul and (3) OEM Technical Representative present during the installation of a power turbine overhauled under this contract. All parts to be furnished and used with the overhaul shall be (OEM) Pratt & Whitney parts only. It is believed that only Pratt & Whitney and/or its authorized repair facilities can (1) obtain the necessary specifications and genuine OEM parts to accomplish repairs; and (2) can furnish the required items and ensure the proper fit, form, and function of all its components. Therefore, it is the Coast Guard’s intent to handle this procurement as a sole source with Pratt & Whitney or its authorized facilities/distributors. Technical data and/or drawings pertaining to Pratt & Whitney parts are not available within the Government and are proprietary to Pratt & Whitney. Accordingly, it is believed that this non-availability of technical data precludes the U.S. Coast Guard Engineering Logistic Center from obtaining competition (for parts only) as they are available from only one source. Organizations having the expertise and required capabilities to provide brand name parts are invited to submit complete information discussing such capabilities. However, other potential sources can submit information concerning its capability to overhaul the free (power) turbine for the purpose of the Coast Guard to determined whether to conduct a competitive procurement. Organizations having the expertise and required capabilities to provide the parts, technical representative and perform the overhauls are invited to submit complete information discussing such capabilities by submitting the following information: (1) Data that the offered parts have been satisfactorily manufactured for the Government or the Original Equipment Manufacturer, which includes complete and current engineering data to demonstrate the acceptability of the offered parts (i.e. salient physical, functional and serviceability characteristics); and (2) Data that the required overhaul has been previously and successfully provided to the Government or the Original Equipment Manufacturer. This information shall be submitted within 15 days of this announcement. No cost or pricing information is required at this time. This is not a request for proposal and the Government does not intend to pay for the information solicited. Responses must be concise and be specifically directed to the requirements mentioned above. Adequate detailed data shall be sent to the attention of Sharon Jackson. See number notes 22 and 26.
