General Information Document Type: Sources Sought Solicitation Number: PR-R4-05-10087 Posted Date: 03/10/05 NAICS Codes: 562910 Set Aside: 8(a) Small Business Contracting Office Address: Environmental Protection Agency, Office of Acquisition Management, Region 4, 14 th Floor, 61 Forsyth Street, Atlanta, GA 30303 Description: The U. S. Environmental Protection Agency (EPA) Region 4, is seeking interest and capability statements from SBA Certified business concerns, under Section 8(a) of the Small Business Act (15 U.S.C. 637 (a)), that can provide on-site emergency response training & equipment in Atlanta and in the field. The purpose of the contract is to provide management of EPA's Region 4 owned equipment and supplies used by its Emergency Response and Removal Branch (ERRB) at its warehouse facility to be located in the Atlanta Metro area. The Contractor shall assist the ERRB during preparedness drills and exercises utilizing the equipment. This includes 24 hour per day readiness for routine on-site and field calibration and maintenance of Government owned equipment, demonstration of the use of EPA equipment and supplies during drills and exercises, transportation and/or shipment of the Government equipment and supplies, and inventory of all equipment and supplies located in the ERRB warehouse or in the EPA Reg 4 Office. Exhibit A of the SOW lists the current inventory of the EPA equipment. The equipment must be kept in a continuous state of readiness. In addition, the contractor shall maintain a complete inventory and maintenance schedule of the emergency response equipment stored at the EPA offices located at 61 Forsyth Street, Atlanta, GA and its Out-post OSC Offices. All equipment shall be inventoried, traced and maintained according to the manufacture's specifications. At this website, under "Business Opportunities with EPA" select the "Sources Sought Synopses" link. Then select "EPA Regional Procurement Offices". Under the "Sources Sought" heading, selection Region 4 Emergency Response and Removal Branch". The resultant contract is anticipated to be an 8(a) set aside contract to support the Region's Counter Terrorism and Emergency Response equipment management needs. The 8(a) Contract will be placed and administered by Region 4, beginning no later than 09/17/2005. The resultant contract is anticipated to be an Indefinite Delivery/Indefinite Quantity (ID/IQ) Performance Based contract with a 5 year period. The estimated ceiling of this contract is $3 million. Work will be ordered through issuance of task orders. Contractors are responsible for obtaining security clearances and performing suitability determinations for all their on-site personnel. What experience does your firm have in conducting equipment calibration and maintenance? In response to this question, provide a description of the types and numbers of equipment for each citation of experience. 6. What experience does your firm have in maintaining a 24/7 response readiness? In response to this question, provide a description of the notification and resource mobilization process for each citation of experience. 7. What experience does your firm have in conducting activities subject to requirements of 29CFR 1910.120? 8. What experience does your firm have in developing and conducting training, drills, or exercises in the use of environmental sampling or monitoring equipment and personnel protective clothing? 9. What experience does your firm have in warehouse operations and inventory management? A narrative qualification/capability statement is requested, which demonstrates how your firm can meet all of the requirements of the SOW. Statements will be reviewed based on personnel qualifications and staffing availability/subcontracting strategy; overall technical capabilities and management strategies/approach, and past experience in related work on other Federal and private contracts. Any other pertinent information may be included. Statements shall be limited to 4 double-sided pages, 81/2 x 11, 12-point font. Statements may include narrative, charts, and tables.
