Description
Description: This is a SOURCES SOUGHT NOTICE to determine the availability of potential institutions to provide the Nutrition Care Branch of the Army Medical Department Center and School (AMEDD C&S) non-personal services by an accredited university to award a Masters of Science Degree in Nutrition for select student Army officers assigned to the AMEDD C&S. This is a multi-year PROGRAM for those student officers who are selected to attend and successfully complete the course of instruction. The Army will provide both faculty and physical facility for training. Background: The Nutrition Care Division of the AMEDD C&S prepares select Army officers to recommend as well as teach medical nutrition therapy for hospilitized patients as-well-as teach and counsel soldiers, family members, or others eligible for care in Department of Defense health care facilities about nutrition and its impact on health and well-being. These nutrition care professionals work in a variety of settings such as: hospitals and clinics (both fixed and field), food service management, public health, educa tion, and research. Potential sources shall be capable of providing the AMEDD C&S the means to meet certain requirements for accreditation to the AMEDD C&S, U.S. Military Dietetic Internship/Masters Degree PROGRAM (MDI/MDP) and to award graduate credit and the degree of Maste rs of Science in Nutrition to students who successfully complete the AMEDDC&S MDI/MDP PROGRAM. The Army has, and will continue to have, an internship that is accredited through the American Dietetic Association and is performed under the supervision of qu alified site coordinators and preceptors who are Registered Dietitians. Potential sources shall be a nationally recognized university accredited by one of the six regional accrediting associations recognized by the US Department of Education or the Council on Post-Secondary Accreditation. The Army will provide qualified instr uctors (PhD and MS) to implement the PROGRAM consisting of two phases: Phase I is approximately 48 quarter hours in didactic studies; Phase II is 1102 hours in full-time clinical internship and 12 quarter hours of research. Phase II will be completed at one of four sites: Brooke Army Medical Center, Fort Sam Houston, TX; Walter Reed Army Medical Center, DC; Womack Army Medical Center, Ft. Bragg, NC; or Madigan Army Medical Center, Ft. Lewis, WA. Potential sources shall be capable of administratively supporting an educational PROGRAM which will enroll 8 to 12 students per class beginning 1 October 2006 (with new classes, subject to continuing requirement and availability of funds, starting 1 October 2007 and 1 October 2008). Potential sources shall be capable of supporting the program through 7 quarters spanning 21 months. The clinical internship is accredited through the American Dietetic Association and is performed under the supervision of qualified site coordinators and pr eceptors, all who are Registered Dietitians. Potential sources shall be capable, by mutual agreement with the Government, of adding or deleting curricular subject matter in accordance with the AMEDDC&S and the Contractor's graduate curriculum process. Potential sources shall be capable assisting with protocol development and data collection; participate in the thesis/report proposal and thesis/report defense; grade the thesis/report; and grade the comprehensive written examination. Participation can be in person or by VTC. Potential sources shall have faculty members that are Registered Dietitians and hold, at a minimum, a Masters Degree in Nutrition Care. Potential sources shall delegate responsibility and conduct of the PROGRAM to the Government PROGRAM Director. Potential sources shall appoint, up to 12 members of the PROGRAM faculty, nominated by the government, for professional status at the Contractor's institution. Potential sources shall maintain an academic record for each s tudent enrolled in the PROGRAM and provide the student a copy of this record at the same interval as for students in attendance at the Contractor's main campus. Potential sources shall be capable of providing accurate invoices through the Wide Area Workflow (WAWF). For each class, payment to the contractor for the PROGRAM will be made in two equal portions. The first will be approximately 3 months after the PROG RAM students start; the remaining will be paid 12 months later (billing periods 1 Oct to 30 Sep FY X and 1 Oct to 1 Jul FY X+1). The contractor shall initiate billing. Potential sources shall be capable of teaming with the government for the purpose of providing the best value to the government and mitigating program costs. Potential sources shall treat courses provided, sponsored by/at the AMEDDC&S as resident courses for the purpose of awarding a Masters of Science in Nutrition. Potential sources shall have their main campus not more than 100 miles from Fort Sam Houston, San Antonio, Texas (to allow attendance at meetings and resource utilization at the Contractor's campus location) or have the ability to provide support via dista nce education/training. This is not a Request For Proposal (RFP). No RFP is available at this time. DO NOT REQUEST A COPY OF THE SOLICITATION AT THIS TIME.
