Description
In accordance with the Revised Office of Management and Budget (OMB) Circular A-76, Centers for Medicare and Medicaid Services (CMS) is publicly announcing the start of a Streamlined Competition for Management Program & Services Group, Office of Operations Management. The Competitive Sourcing Official (CSO) is Leslie Norwalk. The Agency Tender Official is Brenda Sykes. The Contracting Officer is Ed Hodges. Management Program & Services Group serves as the Agency's principal advisor on a number of critical management and administrative programs to include, but are not limited to, organizational analysis, delegations of authority, leadership and direction with respect to recruitment and retention incentives, intern program, and Commissioned Corps program. In addition serves as the Agency's principal advisor on a number of critical management and administrative programs including, but are not limited to, ethics, awards and performance management. It also provides leadership and direction with respect to quality of work life programs, recruitment and retention incentives, and workforce planning. These services are currently provided by twenty-eight (28) Federal government employees. CMS will issue another notice to announce the decision of the cost comparisons on or about June 9, 2005. CMS is just announcing as required by A-76 OMB Circular that we are starting a streamlined competition study to determine whether or not government personnel should be performing this activity. An RFP is not available. If it is determined this activity should be competed, CMS would be publishing the requirement in FedBizOpps in the future.
