- This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will NOT be issued. The solicitation number is FA4814-05-NB001, Request for Quotation. This procurement is a Total Set-Aside for Small Business in accordance with the Small Business Competitiveness Demonstration Program. The North American Industry Classification System code (NAICS) is 237990 the size standard of which is $28,500,000 in annual receipts (Not to Exceed). DESCRIPTION: Repair Hurricane Damaged Modular Targets REQUIREMENTS: 1.1 SCOPE OF WORK. The vendor shall be responsible to repair hurricane damage to the modular targets as listed in this statement of work. The vendor shall provide all personnel, labor, tools, equipment, transportation and material necessary to accomplish the tasks as required by this SOW. The vendor shall utilize the materials specifications provided in this SOW and in provided drawings. The vendor shall be responsible to clean up and dispose of all debris from destroyed modular targets as listed in this SOW as well as materials removed or generated from repair actions. At completion of repair actions the vendor shall tighten and secure all tie down points. In addition the vendor shall attach and secure additional tie down points (guy lines) to secure vertical stabilizers of the MIG 21 targets. All repaired areas will be painted to return the targets to realistic conditions as recommended by the OEM. Unless otherwise stated in manufacturers drawings vendor shall utilize 25 gauge (.025 in wall thick) galvanized G-90 nominal 2”x4” studs and 22 gauge steel zinc galvanized sheet metal. All assemblies will be assembled with No. 10 x ¾ lg. steel with zinc or galvanized self drilling hex washer head screws. 1. Two each Scud carriers south of urban village completely destroyed and require clean up of debris. 2. ST-20 SA-6 site. A. SA-6 Radar Van destroyed and requires clean up of debris. B. #1 TEL Unit destroyed and requires clean up of debris. C. #2 TEL Unit requires removal and replacement of the entire missile support structure. All three missiles are all intact with minimal damage. Repairs required to the missiles is limited to replacement of three each tail fins, three each missile guide tubes, secure mid section fins, removal from damaged support structure and attachment to new structure. D. #3 TEL unit requires removal and replacement of the missile support structure. Remove missiles from damaged support assembly, repair missiles and reattach to new support structure. 1. #1 missile – Remove and replace one each main tube section. Replace one each guide tube and three each tail fins. 2. #2 missile – Reattach nose cone. Replace two each mid section fins. Replace four each tail fins. Replace three each guide tubes. 3. #3 missile – Replace two tail fins. Replace two each guide tubes. Replace two each mid section fins. E. ZSU 23/4 – Minimal structural damage. Unit requires replacement of three each roof panels and one each rear cab panel. Remove and replace aft roof support frame. Replace missing rear carrier cap cowling. Replace antenna assembly. Replace one wheel assembly on right side. Reinstall three each and replace one each center section support studs. NOTE: Missiles from the destroyed SA-6 TEL unit may be used for parts. All three missiles have some damage but are mostly intact. 3. ST-12 MIG 21 parking area. Fabricate and replace all three tail sub assemblies to include vertical and horizontal stabilizers. A. MIG #1 – Replace tail sub assembly and reattach to main structural body. Remove and replace 6 each damaged main support beams and one damaged support beam runner. Secure third and forth cowling. Replace fifth cowling and reattach tail sub section. B. MIG #2 – Replace tail sub assembly and reattach to main structural body. Straighten left main support structure and replace 10 each damaged main support beams. Replace left side wing extension. Replace #4 and #5 cowling. C. MIG #3 – Replace tail sub assembly and reattach to main structural body. Replace #4 and #5 cowlings 1.1.1 The contractor shall on or before __31 March 2005__________: Remove all debris from destroyed/damaged targets as listed in 1.1. Repair all hurricane related damage to sheet metal skin and support structures as listed in 1.1 Paint all repaired/replaced areas to match existing paint scheme. 2.1 CONTRACTOR REQUIREMENTS: 2.1.1 Contractor shall provide proof contracting officer of experience and success in road construction and will provide a performance bond. 2.1.2 Contractor shall provide a contract manager who shall be responsible for the performance of work. The name of this person and an alternate shall be designated in writing to the contracting officer prior to the contract start date. The contract manager or alternate shall be available during normal duty hours to meet on the installation with the contracting officer to discuss any problem areas. . 2.1.3 Contractor shall perform the services required under this contract primarily between the hours of 0700 and 1700 Monday through Friday. Weekends may be made available upon request. There is a possibility of work delay/stoppage due to aircraft activity in the area. Schedule conflicts will be discussed during the pre-construction briefing to be held 3 days prior to contract performance. A current flight schedule will be used to coordinate work and will be provided to the on site manager. 3.1 SERVICES TO BE PERFORMED: 3.1.1 Contractor shall perform all work listed in paragraph 1.1. 3.1.2 Contractor will be responsible for containing any rubbish/waste materials generated by the work force, the work processes, or material delivery at the end of each day. All contractor-generated rubbish will be removed by end of contract performance period. 4.1 SAFETY: 4.1.1 The contractor shall perform all work under this contract in strict accordance with safety codes in order to eliminate the possibility of damage or injury to personnel, installed machinery, equipment and building structures. OSHA 1910.126 standards are applicable. 4.1.2 The contractor will attend a range safety briefing by FSSI QAE/Safety branch during the pre-conference briefing. Additional guidance will be provided upon request. 4.1.3 In the event work is accomplished during periods of LASER missions 6 pairs of LASER Goggles are available for loan. The contract workers must use them as required return the goggles, undamaged, upon contract completion. 4.1.4 Contractor personnel, including subcontracted persons such as delivery trucks, will follow base traffic laws, will wear seat belts while on the installation, and will take the most direct route from the entry gate to the work area. This route will be provided during the pre-construction briefing. 4.1.5 The contractor will be provided one hand held portable radio for communications between Range control, Civil Engineer, and the Base Fire Department. The contractor will get clearance into and out of the range each day. 5.1 ENVIRONMENTAL PROTECTION. 5.1.1 Contractor shall ensure that the purchase, use, handling, storage and disposal of all combustible, flammable and hazardous wastes are in accordance with local fire prevention, federal, state and local environmental protection regulations. 6.1 FSSI FURNISHED FSSI will provide the vendor with the following electronic format drawings: SA-6 TEL manufacturers drawings ZSU 23/4 manufacturers drawings MIG 21 single line drawing (electronic drawing unavailable) 7.1 Technical Point of Contact Mr. Larry McLain Range Operations Manager 863-452-4124 DEADLINE: Quotes are due by 17 March 2005 at 1200 to A1C Nathan J.
