- The Indian Health Service (IHS) Engineering Services Dallas, has an existing need to select a professional qualified A&E firm to conduct feasibility studies, housing studies, deep look surveys, and program development for Health Systems Planning (HSP) and facilities budget estimating system for Areas and Services units throughout the United States.The average estimated dollar range for design projects and studies is between $50, 000 to $200,000 however higher or lower range projects are possible and there is no guarantee as to the exact dollar amount of the completed work. The minimum guarantee amount of work is $50,000.00. The maximum amount of work is $1 million per base year and option years. The proposed contract will be for an initial performance period of 365 days or $1 million, whichever occurs first. Four additional one-year options for 365 calendar days or $1 million, whichever occurs first. Options may be exercised at the Government’s discretion and based on the contractor’s performance. Once the minimum guarantee is reached, additional work will be based upon the contractor’s performance record. Overhead and hourly rates for the base year and all option years will be negotiated prior to the contract award. A formal audit of the proposed contractor’s records will be conducted to establish a reasonable base rate and professional man hour rates. The North American Industry Classification System (NAICS) Code 541310 is applicable to this procurement. NOTICE OF SET-ASIDE: This procurement has the following set-aside and is restricted to those firms who qualify under the act: Veterans Benefits Act of 2003 (Public Law 108-183) Small Business Concerns owned and controlled by service disabled veterans. A service-disabled veteran is a person who served in the active military, naval, or air service, and who was discharged or released under conditions other than dishonorable, and whose disability was incurred or aggravated in line of duty in the active military, naval, or air service. The definitions of the terms “veteran” and “service-disabled veteran” are Title 38 U.S.C. § 101. The basic requirements for business concerns to participate in the Service Disabled Veteran Owned Small Business Concern ( SDVOSBC) procurement program include, the SDVOSBC must be a small business, 51 percent of the SDVOSBC must be unconditionally and directly owned by one or more service-disabled veterans; and the management and daily business operations of the SDVOSBC must be controlled by one or more service-disabled veterans (or in the case of a veteran with permanent and severe disability, the spouse or a permanent caregiver of such veteran). Contact the National Archives and Records Administration at http://www.archives.gov to request certified copies of your Department of Defense discharge papers that demonstrates a serve-incurred disability. AN ACCEPTABLE COPY OF DISCHARGE PAPERS MUST BE SUBMITTED WITH PROPOSAL. Competitive formal Best Value Source Selection process in accordance with the Federal Acquisition Regulations (FAR) will be used to ensure selection of the source evidencing the best overall capability to perform the work in a manner most advantageous to the Government, as determined by evaluation of proposals in accordance with the established criteria. The qualifications submitted by each firm will be reviewed and evaluated to identify the most highly qualified firm. When responding to this announcement, firms should fully address their capability and qualifications with regard to each of the following evaluation factors. Firms should submit their complete qualifications as they may be evaluated solely on their written responses to this announcement. The top ranked firm will be evaluated and recommended solely on their written responses to the solicitation. Oral interviews may be held at the option of the Government. Prime Contractors assembling a team are cautioned that the evaluation will be based on the team, not just the prime firm. The Offeror must demonstrate its experience and professional ability in the following areas: The evaluation factors for selection, in descending order of priority, with items 1 and 2 being of equal point value, and items 3 - 4 and 5 being of equal point value, are: (1) PROFESSIONAL QUALIFICATIONS OF FIRM: Overall adequacy of professional staff and qualification of Principles and Project Managers in health care facilities. Length of time firm has been established and qualifications as a prime A/E contractor; Specific experience and/or plan for addressing Native American Indian culture. (2) EXPERIENCE AND QUALIFICATIONS OF PROPOSED KEY STAFF: Specialized technical skills and report preparation (such as Health System Planning, Process Reporting, Operational Process Analysis, Program Assessments, Architectural, POR, Mechanical/Electrical Systems, Energy Saving, DDC –control system in hospital, clinic, quarters to conduct the necessary required studies and surveys) including cost estimates; (3) OVERALL PAST PERFORMANCE RECORD: Quality of work, compliance with performance schedules, and cost estimating on Government contracts; (4) ANALYSIS OF FIRM’S CURRENT AND PROJECTED WORKLOAD: Demonstrates ability and maintains a total project team to complete the project on schedule; (5) LOCATION OF MAIN OFFICE OF FIRM(S) AND CONSULTANTS: Relative travel time and communication ability between the prime firm and consultants relative to each other and the ES-Dallas staff. SUBMITTTAL REQUIRMENTS: Firms must address the above listed evaluation criteria completely and separately, in addition firms must include Standard Form 330, A/E and Related Services Questionnaire for the Prime Firm and all Consultants. Firms must establish the set-aside requirement and provide a readable acceptable copy of their discharge papers. (One (1) original with original signature and company seal and 4 copies of all documents.) IF INTERVIEWS ARE HELD THEY WILL BE AT A TIME AT A LOCATION ESTABLISHED BY THE GOVERNMENT. OFFERORS MUST RESPOND TO THE REQUIRMENTS OF THIS SOLICITATION TO BE CONSIDERED. THERE ARE NO OTHER DOCUMENTS AVAILABE AT THIS TIME.
