Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.Award shall be made only to contractors who have registered with the Central Contractor Registration at http://www.ccr.govAward shall be made only to contractors who have registered with th e Central Contractor Registration at http://www.ccr.govScope of Work Asbestos and Lead Sampling The Government intends to execute a 100% Small Business Set Aside for a laboratory to perform analysis on asbestos and lead samples. The asbestos samples for an alysis are bulk and air. The bulk samples need to be analyzed by polarized light microscopy (PLM) and the laboratory needs to be accredited by the National Voluntary Laboratory Accreditation Program (NVLAP). The asbestos air samples need to analyzed by pha se contrast microscopy (PCM). The laboratory needs to be certified to read not only asbestos but also lead samples on a long or short-term turnaround. The laboratory must be accredited under the Environmental Protection Agency (EPA) National Lead Laborator y Accreditation Program (NLLAP). The following clins are required for lead laboratory analysis. CLIN 0001 PLM Asbestos Samples, provide pricing based on the following scenarios, 24-hour turnaround, 2-day turnaround, 3-5 day turnaround, shipping prices or free shipping based on a certain number of samples; CLIN 0002 PCM Asbestos Samples Emergency, provide pricing based on the following scenarios, 1-2 day turnaround, 3-5 day turnaround, shipping prices or free shipping based on a certain number of samples; CLIN 0003 Lead Flame Analysis, provide pricing based on the following scenarios, 1-2 day turnaround, 3-5 day turnaround, shipping prices or free shipping based on a certain number of samples; The following provisions in Federal Acquisition Regulation (FAR) apply to this acquisition to include any addenda to the provision. This solicitation incorporates one or more clauses by reference, with the same force and effect as if they were given in ful l text. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, will b e used to evaluate quotes.
