Description
This is a combined synopsis/solicitation for the supply and installation of wallpaper, prepared in accordance with FAR Part 13, Simplified Acquisition Procedures. This announcement constitutes the only solicitation. A written solicitation is availa ble. Solicitation # W91QF2-05-T-0009 applies and is used as a Request for Quotation. The Fort Hamilton Community intends to acquire on a 100% small business set-aside basis, all labor and material to install new wallpaper in building 116, Fort Hamilton, B rooklyn, New York in accordance with the scope of work. This acquisition will be Firm Fixed Price (FFP). The period of performance is 18 March 2005 to 13 May 2005. The acquisition will be conducted under North American Industry Classification System (NAIC S) 238320 (2002 code, formerly code 235210); the small business size standard is $12 million. The SIC code is 1721. The solicitation incorporates the following FAR and DFARS clauses, which may be located by visiting the world-wide web at http://www.arnet. gov/: 52.202-1, 52.203-3, 52.203-7, 52.212-1, 52.212-3, 52.212-4, 52.212-5, 52.217-8, 52.222-41, 52.252-2, 252.201-7000, and 252.204-7004 Alt A. The contractor shall perform in accordance with the following Contract Line Item and Scope of Work: CLIN 0001: Supply/Install wallpaper for MEPS, B116. SCOPE OF WORK : 1. SUBJECT: Provide labor and materials to install new wallpaper in building 116 Fort Hamilton. Refer to work described in section 3 SUMMARY OF WORK. 2. SCOPE: The work covered in this contract c onsists of furnishing all patching, labor, Materials, expertise, equipment, facilities, transportation, and appliances necessary to perform operations in connection with the work described in paragraph 3 'SUMMARY OF WORK'. Any perceived differences between this scope of work is to be resolved by the Contracting Officer or designated representative. 3. SUMMARY OF WORK: The contractor shall be responsible for providing all the technology, means, and methods in performing this work for the Government. Further more, the contractor shall fully adhere and comply with the approved Safety, Health and Environmental plans, this projects specifications (where applicable), NFPA, and the NYC Electrical code & NEC. The Contractor shall comply with all Occupational Safety and Health (OSHA), Uniform Federal Accessibility, and environmental regulations and standards. All code compliance and requirements questions are to be coordinated with DPW. The contractor shall perform the following work (but not limited to): BUILDING 116: a. The contractor is responsible to move all furniture, out & in, necessary to install the new wall paper. The contractor is responsible to remove and reinstall, all items hung or installed on the wall surfaces necessary to install new wallpaper. Ext reme care shall be exercised in removal work so that neither property or the adjoining areas will be damaged. Any existing work or items damaged as a result of the Contractors operating shall be repaired and restored by the Contractor to conform with what originally existed, to the satisfaction of the COR (Contracting Officers Representative) at no additional expense to the Government. b. The contractor shall patch the existing surfaces to accept the new wallpaper. All patching shall be accomplished in nea t and workmanlike manner to provide sound, whole and Continuous surfaces. Materials and debris shall not be allowed to accumulate and shall be removed daily from the site. Upon completion, remove all protection, clean all exposed surfaces and leave the si te in a safe and clean condition. For all locations of work, the Contractor shall remove all rubbish/debris from Government property and shall dispose of it at a landfill site of the Contractors choosing. All hazardous wastes shall be disposed of in accor dance with the applicable Federal, State and Local regulations. All hauling and disposal of rubbish/debris shall conform to applicable Federal, State and local regulations. c. Primer and Adhesive shall be mildew resistant and non-staining as recommended by the wall covering manufacture. Wall Covering Materials shall be acclimatized by removing from packaging in area of installation not less than 24 hours before a pplication. Prime and Seal Substrates in accordance with wall covering manufacturers recommendations. Surface sealer shall be applied to existing wallpaper to permit future removal of wall covering without damage to paper facing. d. The contractor shall r e secure the existing wallpaper for all the walls directed from the COR (approximately 3392 SY). The contractor shall prepare walls to install new wallpaper over the existing paper in accordance with the manufacturers specifications. These specifications shall be presented at the preconstruction conference. The estimated amount of area involved is approximately 30,528 SF (3392 SY). It is the contractor responsibility to calculate waste above these numbers. e. The type and manufacture of the wall paper shal l be, Mfg. ESSEX NORWICH, Commercial Wallcovering, Type II, Style SP-23-102, DAWN. Any changes in the manufacturer or style can only be made by the Government Contracting Officer . An equal must be submitted to the government before the preconstruction conference for approval. f. All work shall be clean of marks, glue, haze or any other blemishes before the government will accept the job. Manufacturers published data on material to be used in preparing and covering walls, including method of applicati on and proportioning shall be submitted for approval. Materials shall not be used until the submittals have been approved by the Contracting Officer at or before the Pre Construction Conference. g. Samples: A 24 X 24 inch sheet of specified wall coverings proposed for use on this project shall be submitted for approval at or before the Pre Construction Conference. h. The contractor shall provide two individual proposals one is to perform this work on off hours (after 7:00PM on weekdays) or on Saturdays and Sundays. The second is to perform the contract during normal working hours, 8:00 AM to 4:30 PM  Monday through Friday. There is an attached Bid Sheet that the contractor shall submit with the two prices. The time frames must be approved by the Commander of the Military Entrance Processing Center. 4. GENERAL NOTES: A. The contractor shall, unless otherwise stated, secure and pay for any and all required construction permit(s), utility service interruption, fees, licenses necessary for the proper execution of the work. B. The contractor shall perform all cutting and patching required to complete the work or to make its parts fit together properly without compromising the quality of the work. C.. The contractor shall be responsible for adequately bracing and protecting all work against damage, breakage, collapse, distortions, and misalignment during construction according to codes and standards of good practice. D. The contractor shall patch and repair all floors; walls, ceilings, etc. damaged or exposed due to work or removal and shall finish to match adjoining surfaces. E. The contractor shall notify DPW of any utility service interruption three weeks in advance prior to beginning the work schedule. F. In the event of utility service interruption, scheduling the subject work around normal working hours would be preferred. G. Contractor shall meet with the POC immediately to discus s problem areas, and shall be responsible for all work performed. H CONTRACTOR SHALL PERFORM CLEAN UP OF JOB SIGHT ON A DAILY BASIS. THERE SHALL BE NO DEBRIS AT ALL LEFT ON JOB SITE AFTER C.O.B. EVERY DAY. I. Contractor shall provide a telephone number of person to call should the need arise. J. If any excavation is needed during this work the contractor is responsible to obtain a digging permit from the eng ineering chief Mr. Mike Paidoussis located in building 129. K. Contractor is responsible to provide work schedule for the job, i.e., time, date performance period, etc. L.Contractor is responsible to notify manager of building, or person in charge, in acco rdance with the time frame in the PERIOD OF PERFORMANCE section. M. Any items that may have been unintentionally omitted from this specification, but which constitute acceptable practice in the trade, does not relieve the contractor of his responsibility to perform same. Contractor shall report to Government COR, and dangerous or problematic condition which he may uncover in the course of executing this specification. N. On site inspection shall be performed prior to submittals, to verify measurements and field conditions. O.All OSHA safety measures shall be taken while work is in progress. All work shall be performed by experienced workers with proper tools, equipment, and in a good workman like manner. P.Upon completion of the job, contractor shall remo ve all debris from government property. Contractor shall leave the job site each day in a neat broom swept appearance and suitable cordoned off from the passage of non-construction personnel. Q. Contractor shall register with the police at Bldg. 130 befor e commencement of work on a military post. R. Contractor shall supply COR with cuts of significant materials to be installed, name and quality for government approval prior to installation. 5. PERIOD OF PERFORMANCE: The contractor shall conduct a preconstr uction meeting within 21 calendar days of award. The contractor will being work within 10 calendar days of preconstruction meeting. The job shall be complete within 90 calendar days of start. 6. Environmental Requirements: A. Although there are no specifi c environmental concerns with this project it is the responsibility of the contractor to be aware of any environmental hazards that the government may not be aware of.
