- SOURCES SOUGHT SYNOPSIS Sources Sought Synopsis announcements are issued to assist the Agency in performing market research to determine industry interest and capability. This Source Sought Synopsis is not a request for proposals and at this time, no solicitation exists. Therefore, do not request a copy of the solicitation. Introduction: The Defense Threat Reduction Agency (DTRA) is seeking interested sources capable of providing support to the DTRA Contingency Operations Branch (CSEC). The DTRA/CSEC provides the Combatant Commanders (CCs) and other government agencies (OGAs) with the capability to counter the threat of chemical, biological, radiological, nuclear and high explosives (CBRNE). Background: DTRAs mission is to safeguard America and its allies from weapons of mass destruction (CBRNE) by reducing the present threat while preparing for the future threat. DTRA/CSEC is comprised of military, scientific, and technical personnel and provides equipment, training, scientific (on-site Subject Matter Expertise, (SMEs)), technical, and operational support to CC?s apportioned forces and/or OGA?s, and/or if necessary, can augment their personnel. DTRA/CSEC brings a 24/7 reach-back capability to the DTRA Operations Center and through the Center, provides a linkage to numerous U.S. Government Laboratories. Services: The objective of the future solicitation is to acquire scientific, technical and operational advisory support that will augment DTRA/CSEC and its operational elements. This advisory support will provide scientific and technical expertise in CBRNE- related contingency operations and events; CBRNE- equipment and technical training; CBRNE- equipment designs, development, testing and evaluation; and CBRNE- produced specialized detection equipment. Advisory support will also include the participation in DTRA/CSEC exercises that support real world operations for all operational environments. Capabilities: Potential sources must demonstrate their firm?s experience and expertise in the CBRNE- threat, scientific, technical, and operational environment, to include a background in CBRNE- related contingency operations and events, scientific knowledge in the principles of detection, identification and tracking of CBRNE materials. Potential sources must demonstrate their firm?s infrastructural capability to design, develop, test, evaluate, and produce CBRNE detection equipment and systems. Furthermore, potential sources must be able to demonstrate that their personnel workforce possesses the appropriate scientific, technical, and operational experience and capabilities to assist the DTRA/CSEC in support of their operational requirements. Desired personnel qualifications include having a Ph.D. in a CBRNE-related sciences discipline (i.e., Nuclear Physics, Biochemistry, etc...), possessing an Engineering degree (i.e. bachelor and/or masters in Nuclear, Chemical, Electrical, etc.), and/or possessing a technical degree (associate, bachelor and/or masters in electrical, nuclear, chemical, biological, etc.). In addition to holding a secondary degree and/or advanced degree, qualified personnel should have at least five (5) years of relevant work experience in their field of expertise and demonstrated substantive experience with field operations and research and development programs supporting a CBRNE effort. Qualified personnel must be able to travel and/or deploy worldwide to any operational environment that provides direct support to DTRA and other federal government agencies in support of matters relating to policy, strategic planning, contingency operations, and exercise support for National Defense and joint doctrine. Qualified personnel must have or be eligible to obtain a TOP/SECRET ? Special Compartmented Information clearance. Responses: Offerors having the technical skills and capabilities necessary to perform the stated requirement are invited to provide information to contribute to this market survey/sources sought. Interested Offerors should address in their written response whether they can fulfill this requirement via a GSA schedule.
