Description

The Ohio Air National Guard located at Swanton, Ohio intends to issue a Request for Proposal (RFP) to award a single, firm fixed-price contract for services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, and supervision necessary to construct a Logistics Complex, Project number WYTD 969584. Construction will be of a 34,800 square foot logistics facility properly sited, sized and configured to support an F-16 mission. It will provide warehouse storage, adminstr ative area and a covered storage area for storing mobility equipment and receiving, shipping, issuing, equipping and training an Air National Guard Flying Wing with over 1,000 assigned personnel and two additional Air National Guard Units with over 250 ass igned personnel. It will include all foundation, structural, mechanical, HVAC, plumbing, electrical, communications, glass and glazing, finishes, flooring, roofing, controls, fire protection, and site work. Site work shall consist of asphalt paving, water distribution, electrical service, and communications required for a complete and usable warehouse facility. Magnitude of the project is between $5,000,000 and $10, 000, 000. The total construction performance period is 397 calendar days after receipt of Notice to Proceed which includes punch list and final inspection. The estimated solicitation issue date is 31 March 2005. Estimated proposal closing date is 31 May 2005. A firm-fixed price contract will be awarded. The North American Industry Classific ation System (NAICS) code for this work is 236210. The small business size standard is $28.5 million aver age annual revenue for the previous three years. This action is being procured on an UNRESTRICTED basis in accordance with the Small Business Competit iveness Demonstration Program (Ref: FAR 19(c) (2). All responsible firms may submit an offer. The HUB Zone preference IAW FAR 19.1307 applies. A Small Business Subcontracting Plan will be required if the offeror is a large business and must be submitted wi th the offer. The tentative date for issuing the solicitation is on-or-about 31 March 2005. The tentative date for the pre-proposal conference is on-or-about 16 May 2005 at 10:00 a.m. local time at the 180th Fighter Wing, Building 150 Civil Engineering, 26 60 S. Eber Road, Swanton, Ohio 43558. All prime contractors and their subcontractors are encouraged to attend the pre-proposal conference on 16 May 2005. No other visits will be arranged. Information regarding the pre-proposal conference is contained in t he solicitation. All questions for the pre-proposal conference must be submitted in writing (e-mail is preferred) to the contracting office. Emails should be sent to both cindy.martin@ohtole.ang.af.mil and jason.mcclean@ohtole.ang.af.mil. These email addr esses will also be provided in the solicitation. The solicitation closing date is scheduled for on-or-about 31 May 2005. Actual dates and times will be identified in the solicitation. The source selection process will be conducted in accordance with FAR Pa rt 15.3 and DFARS Part 215.3, source selection procedures. The contract will be awarded under Source Selection procedures specified in the solicitation. Evaluation factors include Price and Past Performance to include, but not limited to, the proposed wor k schedule in an approved CPM format using Microsoft Project. Failure to submit an offer on all items shall result in rejection of the proposal. The Government intends to award without discussions, therefore, the offerors initial proposal shall contain its best terms. Interested offerors must be registered in the DOD Central Contractor Registration (CCR) database. Firms can register via the CCR Internet site at http://www.ccr.gov or by contacting the CCR Information Center at 1-888-227-2423. Interested offe rors are required to submit their representations and certifications on-line at http://orca.bpn.gov and you will need your DUNS number and CCR MPIN in order to log in to the Online Representations and Certifications Application (ORCA) website. The solicitation and associated information minus the plans and specifications will be available from the EBS website http://www.nationalguardcontracting.org/Ebs/Advertised Solicitations.asp on or around 31 March 2005. All contractors and subcontractors interested in this project must register at this site. The plans and specifications will be available only from the Federal Technical Data Solution (FedTeDS) website on-line at https://www.fed teds.gov a link to this site can be found under Plans at the solicitation website. No telephone requests will be accepted. For security reasons all potential offerors, plan rooms and printing companies are required to register in the Central Contractors R egistration (CCR) and the Federal Technical Data Solution (FedTeDS) in order to view or download the plans or drawings from the web site. This solicitation is not a competitive bid and there will not be a formal public bid opening.
