Description
This is a combined synopsis/solicitation. Request for Quotation 60-05-013, for commercial item prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitute the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 27. This is 100 percent small business set-aside. The NAIC code is 336212, the size standard for this code is 500 employees. 37? Triple Axle Tilt Bed Trailer (1 each). GENERAL SPECS: All equipment and accessories will conform to all applicable U.S. Federal Motor Vehicle Safety Standards (FMVSS) in effect on the date of manufacture. Equipment offered will be a standard production model offered by the manufacturer for a minimum of 5 years. CAPACITY: Gross Vehicle Weight Rating (GVWR)68,100 lbs. ? Minimum Trailer Weight:13,350 lbs. ? Minimum Gross Axle Weight Rating (GAWR) 55,500 lbs. ? Minimum. DIMENSIONS: Overall length -36? 7?; Overall deck length-30?; Tilt deck length-25?; Stationary Deck length:-5?; Deck Height (loaded)-39?; Axle spacing -54 ??; Deck loading angle -14 degrees; Deck width-102?; Tongue length-6? 4?; Hitch height-25? to 36?;Hitch to rear axle-25? 9?; and Front of deck to center axle-14? 8?. CONSTRUCTION: A. Main frame: To be 12?x4?x3/8? tubular steel, ASTM Structural A500-Grade B (58,000 psi tensile, 46,000 psi yield), from the front of trailer to the lead axle assembly. The remainder of the main frame shall be 10?x4?x3/8? tubular steel, ASTM Structural A500-Grade B (58,000 psi tensile, 46,000 psi yield). B. Main frame cross members: To be 12?x4?x1/4? tubular steel, ASTM Structural A500-Grade B (58,000 psi tensile, 46, 000 psi yield). spaced a maximum of 48?. C. Deck shall be 4-beam longitudinal construction. There shall be two perimeter rails and two inside beams. D. Perimeter frame rails shall be full length for each deck. They shall be a formed ?C? channel, 10?x4?x1/4? steel ASTM A656 Gr. 80 (95,000 psi tensile, 80,000 psi yield). E. The front of the deck shall be constructed of the same steel as the perimeter frame rails and include an integrated raised bumper of a minimum 4? height full width of trailer deck. F. Inside frame beams: Shall be full length of deck. They shall be wide flange ?I? beam, 8?X21 lb., ASTM A36 minimum 50,000 psi yield (8.28? depth, .250 ? thick web, 5.270? wide flange, .400? thick flange). G. Deck frame cross members: Shall be 5?x2?x1/8? tubular steel, ASTM A500-Grade B (58,000 psi tensile, 46,000 psi yield). They shall be full length, piercing through the inside frame rails. They shall be installed on 16? centers from the front of the deck to the rear-most axle. From the rear most axle to the tapered loading ramp they shall be on 12? centers. H. Deck latch: Shall be an over-center design, and have adjustment to compensate for wear The latching mechanism shall be located in the center of the deck and shall feature a manual open and close lever on the road side of trailer. It shall have an integral safety pin to preclude accidental opening during transit. I. Tilt deck hinge: Shall be installed between the main frame rails and shall be continuous. There shall be a 2-cross member design with greasable hinge bosses mounted between cross members for optimum support. 6?x3? x 3/8? tubular steel ASTM Structural A500 Grade B (58,000 psi tensile, 46,000 psi yield) and a secondary continuous cross member between frame rails of 3/8? formed channel 2?x3?x2? ASTM A-572 Grade 50 (65,000 psi tensile 50,000 psi yield). The hinge pins shall be 2? ASTM A-108 (64,000 psi tensile 54,000 psi yield) and shall be bolted (not welded) for ease of maintenance. J. Tapered loading ramp: The last 12? of the deck frame rails shall be tapered down to a 2? maximum lip for ease of transitional loading. It shall be constructed of ?? ASTM A656 Gr. 80 (95,000 psi tensile, 80,000 psi yield) steel. K. Rear Impact Guard: Shall comply with the Code of Federal Regulations No. 49 part 571.223 and571.224. Shall be designed with the lights incorporated within the guard. The guard shall retract up into the tail of the trailer automatically while tilting, protecting the lights during loading and unloading, and can be operated with the weight of one person. L. Decking: Shall be constructed of a minimum of 1 3/4? recycled rubber traction surface decking planks (Rumber or equivalent material) between outer frame rail and center beams, and stationary portion of deck. 2? thick rough cut No. 1 Grade Fir shall be used between center beams. Each plank shall be attached with a minimum of two 5/16? self tapping screws at each cross member, and/or appropriate fasteners for rubber decking material. The portion of the deck directly above the axles and tires shall be covered with 3/8? diamond plate steel ASTM A786. M. Tie downs: D-Rings shall be mounted every 4? on external frame rails, 2 being mounted on stationary portion of frame (front). ELECTRICAL: Shall be a 7 wire sealed and rubber isolated system. The wiring will be installed in the tubular trailer frame so that it is protected from chaffing, snagging, cuts, abrasions, and all other environmental elements. The stop/turn, tail-lights shall be sealed beam rubber mounted. The clearance and Id lights shall be sealed beam rubber mounted. RUNNING GEAR: A. Axles (3 each): Shall be rated not less than 25,000 lbs. capacity each. B. Hubs: Shall be an oil bath design. C. Brakes: Shall be 16 1/2? x 7? fully air operated. The brakes shall be equipped with automatic slack adjusters. The center and rear axles shall be equipped with spring brakes. The air lines shall be DOT approved and the glad-hands shall be Midland P/N BE23784 or equal. Air cans shall be mounted above bottom line of axels for off road use. D. Suspension: Shall be a Hutch H-9700 heavy-duty triple axle system. It shall be complete with 3 leaf heavy duty slipper springs. Will have alignment adjustment capability. E. Wheels: Shall have 22.5 X 8.25, 10-hole hub piloted drop center steel disc wheels (wheels to have 10 on 285.75 mm bolt circle). F. Tires: Shall be 255/70R22.5 Load Range H. MISCELLANEOUS: A. Pintle Drawbar Eye: Shall have an adjustable Pintle Hitch with 90,000 tensile strength. Mounted with 6 each ?? Grade 8 bolts. B. Safety Chains: Shall have 2 each 1/2? x 36? Grade 7 Safety Chains attached to tongue of trailer by welded chain bracket with a pull test capacity greater than the Chains, (Chain welded directly to Tongue is unacceptable). Shall have Hooks attached to ends of each Chain with safety clips, Hooks to be equal or better rating of Chain. C. Landing Gear: Shall have a 2-speed landing leg rated 25,000 lbs. With crank handle accessible to the road side. D. Chain storage: Shall be constructed in the tongue area of the trailer. It shall be lockable and have a safety strut to support the lid. E. Tilt cushion cylinder: shall be 1 ea. Minimum of 5?x12? shall maintain a constant tilting rate so equipment can be safely loaded and unloaded. Deck to be easily tilted with one person?s weight. F. Paint: The metal shall be prepared by using a high pressure acid etch process. It shall then be primed with an epoxy primer and followed by two coats of polyurethane enamel. The color shall be the manufacturers standard color. WARRANTY: The warranty shall be for a minimum of 5 years (not prorated) covering structural components and 1 year 100 percent parts and accessories for defects in materials and workmanship, provided by the successful bidder. Desired delivery date is May 16th but no later than June 16,2005. The trailer will need to be delivered to the Caribou-Targhee National Forest, Attn: Bill Neckles, 499 North 2400 East, St. Anthony, ID 83445 no later than June 16, 2005. The provisions at 52.212-1 Instructions to Offerors-Commercial; 52.212.-2 Evaluation-Commercial Items; 52.212-3, Offeror Representations and Certifications-Commercial Items; and 52.212-4, Contract Terms and Conditions-Commercial Items apply to this RFQ. Evaluation criteria to be used in FAR 52.212-2, Evaluation-Commercial Items are 1) price; 2) trailer specs; and 3) part performance (including delivery time). Offerors are to provide the warranty on the trailer bid. Offerors are to be mailed to USDA Forest Service, Attn: Contracting, 2222 West 2300 South, Salt Lake City, UT 84119. Offers must included descriptive literature on trailer offered, warranty period, price and 52.212-3, Offer Representation and Certification filled out.
