- The NATO Maintenance and Supply Agency (NAMSA) has issued a Notification of Intent (NOI) to submit Sealed Bids from all NATO countries to support the International Security Assistance Force (ISAF) plan for a civil works project at the Forward Support Base (FSB) in Herat, Afghanistan (ISAF Engineering Project 064 - FSB Herat). This project will be funded by the NATO Security Investment Program with a potential estimated cost of over 6.7 million Euros ($9 million USD). This project has been split into three separate reports, all with their own individual serial numbers: 1. IS Document AC/4(PP)/D/25010 dated 24 February 2005, ISAF/Civil Works-HERAT, OPLAN 10302, Airfield Operating Facilities, Serial 2005 / 5VA30288-0 (ISAF ENG 064 A). 2. IS Document AC/4(PP)/D/25011 dated 23 February 2005, ISAF/Civil Works-HERAT, OPLAN 10302, Provide Passenger and Cargo Handling Facilities, Serial 2004 / 5VA30289-0 (ISAF ENG 064 B&C). 3. IS Document AC/4(PP)/D/25012 dated 24 February 2005, ISAF/Civil Works-HERAT, OPLAN 10302, Provide Bulk Fuel Installation, Serial 2005 / 5VA30290-0 (ISAF ENG 064 D). NAMSA was nominated as Host Nation for this project, which was fully authorized by the Infrastructure Committee (IC) of the North Atlantic Council at their meeting (05)0006 held on 01 March 2005. The reference of the Invitation for International Bidding (IFIB) is IFIB-ISAF-ENG064 and all correspondence concerning this procurement shall reference this number. 1. IFIB REFERENCE # IFIB / ISAF / ENG 064 2. SUMMARY DESCRIPTION OF REQUIREMENTS 2.1. Airfield Operating Facilities (ISAF ENG 064 A): Construction of an apron for parking of 2 Fixed Wing (FW) Tactical Transport Aircraft and associated connecting taxiways. SHAPE (Supreme Headquarters Allied Powers Europe) requested a 125m (width) x 120m (depth) platform, which is in accordance with the provisions of the Airfields Criteria and Standards (C&S). The connecting taxiways must be 15m wide rather than the requested 12m, to fulfill the C&S requirements. The loading capacity of the pavement is to be LCN 50. 2.1.2. Parking for Medium Utility Helicopters Construction of a parking/maintenance apron and associated connecting taxiways for 6 Medium Utility (CH-53) helicopters, providing 6 individual spots of 48m x 54m (width = two rotor diameters and length = length of the helicopter plus one rotor diameter), in accordance with the provisions of the existing draft C&S for Helicopters. The pavement must provide a loading capacity of LCN 50. 2.1.3. QRA Parking for Attack Helicopters Construction of QRA parking aprons for attack helicopters (AH-64) and associated connecting taxiways, providing 4 individual spots 30m x 33m (width = two rotor diameters and length = length of the helicopter plus one rotor diameter), in accordance with the provisions of the existing draft C&S for Helicopters. The pavement must provide a loading capacity of LCN 30. Construction or revetment walls between parking aprons. Together with sufficient spacing between parking spots, they will prevent sympathetic detonation in the event of an explosion at one of them. A container for temporary ammunition and the respective base platform, are included in the scope. 2.1.4. Other Works The scope of the project includes the provision of the taxiway edge lighting, flood lighting for the parking platforms and grounding and anchoring for each of the aircraft spots. The Staff understands that these will follow the provisions of the C&S. In addition, a total of 2,200m of fence will have to be restored to improve the security of the Forward Support Base (FSB) perimeter. According to the November 2004 RECCE report, there is a low risk of UXO (unexploded ordnance) at the FSB. Nevertheless, it is considered necessary to have an EOD team to sweep and clear the affected areas of any UXO. It is estimated that this clearance action will take 5 days. 2.2. Provide Passenger and Cargo Handling Facilities (ISAF ENG 064 B&C): The scope of the project is essentially the provision and installation of a containerized or pre-fabricated facility for passenger handling with 300m2 (equivalent to 20 containers) and pre-fabricated facility for cargo handling with an approximate area of 140m2. It includes foundation works, utilities, and transportation costs. 2.2.1. Passenger Terminal The passenger terminal will be able to handle two loads of C-130 passengers simultaneously. The requested area of 300m2 accounts for a space per passenger of 2.5m2, plus terminal desks, x-ray and weighing equipment. Due to the possibility of having several hours of waiting between onward movements, it is also necessary to provide 2 ablution containers for toilets and hand-wash facilities. 2.2.2. Cargo Handling Facility The cargo handling facility will have an open bay layout, and an administrative space (three positions). The total area is 140m2 and is based upon four times the area of a C-130 cargo bay (load out, load in, work area for MHE, and administrative space) plus 10% allowance. The structure of the facility is pre-fabricated, standing on a concrete pavement capable of withstanding a 2.5 tons wheel load. The loading/unloading doors must be 16m wide. Exterior lighting is also part of the scope. 2.3. Provide Bulk Fuel Installation (ISAF ENG 064 D): The scope of the project is the provision and installation of a Bulk Fuel Installation (BFI) with a storage capacity of 1150m3 of aviation fuel (F34) and 270m3 of diesel fuel (F-54). These numbers are based on the daily requirements of the aircraft and vehicles that will be operating from or supported by the FSB. 3. SOLICITATION CONCEPT 3.1. The NAMSA Contracting Officer will require prospective contractors to acknowledge within 72 hours of receipt of IFIB its receipt and request them to state their bidding interest. The bidders will be informed that the Contracting Officer will limit further communications to those firms that return acknowledgement of receipt, and indicated a desire to continue with the ICB process. 3.2. It is foreseen to award a single contract to a prime contractor covering the scope of the three projects. However, the Contracting Officer will consider splitting the award, if the results of the solicitation indicate that such splitting would be in the interest of NATO. 4. FUNDING SOURCE AND RELATED INFORMATION 4.1. Airfield Operating Facilities (ISAF ENG 064 A): Request for Authorization to Commit Funds was issued 24 February 2005 with Document # AC/4(PP)/D/25010 requesting authorization of funds in the amount of 3,036,987 Euros (over $4 million USD) to be charged to serial 2005/5VA30288-0. 4.2. Provide Passenger and Cargo Handling Facilities (ISAF ENG 064 B&C): Request for Authorization to Commit Funds was issued 23 February 2005 with Document # AC/4(PP)/D/25011 requesting authorization of funds in the amount of 1,037,907 Euros (over $1.3 million USD) to be charged to serial 2004/5VA30289-0. 4.3. Provide Bulk Fuel Installation (ISAF ENG 064 D): Request for Authorization to Commit Funds was issued 24 February 2005 with Document # AC/4(PP)/D/25012 requesting authorization of funds in the amount of 2,664,650 Euros (over $3.5 million USD) to be charged to serial 2005/5VA30290-0. 5. RELEASE OF CLASSIFIED INFORMATION AND/OR ACCESS TO CLASSIFIED SITE Not foreseen at this stage. 6. IMPORTANT DATES AND DEADLINES A. Deadline to be certified and nominated to the bidder list: 30 March 2005 B. Anticipated Release Date of IFIB: 05 April 2005 C. Anticipated Bid Closing Date: 17 May 2005 (24:00 hrs Brussels time) It is required that NAMSA be provided with a list no later than 30 March 2005 of qualified and certified firms which may be interested in receiving an IFIB for this project. Furthermore, it is requested that all firms interested in participating in this procurement be introduced by their NATO National Delegations (or the Diplomatic representatives of the country of origin in Brussels) with the required Declaration of Eligibility. REQUESTS FOR PARTICIPATION RECEIVED DIRECTLY FROM FIRMS CANNOT BE CONSIDERED. YOUR FIRM MUST BE CERTIFIED BY THE U.S. DEPARTMENT OF COMMERCE IN ORDER TO RECEIVE THE DECLARATION OF ELIGIBILITY FOR THIS PROCUREMENT. THE U.S. DEPARTMENT OF COMMERCE DOES NOT SERVE AS THE CONTRACTING ENTITY FOR NATO PROJECTS. The contracting entity is NAMSA. However, only firms that the U.S. Department of Commerce has deemed eligible and has nominated to the bidder list by the 30 March 2005 deadline will be allowed to bid.
