Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are requested and A WRITTEN SOLICITATION WILL NOT BE ISSUED. This solicitation is issued as a Request for Quotation (RFQ), Reference Number 05-855-2537, under the authority of FAR Parts 12 and 13, and incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2001-27. The associated North American Industrial Classification (NAIC) for this acquisition is 334516 the small business size standard is 500. This acquisition is unrestricted and all responsible parties may submit quotations. The National Institute of Standards & Technology (NIST) has a BRAND NAME OR EQUAL requirement for a Mobile Dry Helium Leak Checker that is certified for clean room use for the AML Nanofabrication Facility. The Brand Name instrument is manufactured by Inficon Incorporated, Two Technology Place, East Syracuse, NY 130357. A quantity of 1, UL 1000 Fab, Mobile Helium Leak Detector, is required. To meet the Government?s needs, the system must meet or exceed the following specifications: - The system shall come with or be incorporated into a clean room cart capable of being placed into tight service chases with minimum difficulty - Be 120 vac 60hz. compatible - The system shall have as it?s vacuum system a turbo pump with a dry backing pump. - The Vac system shall be self protected against accidental venting to atmosphere. Where as this condition could cause the turbo to fail. - The system shall come with a Helium Sniffer Wand/Probe to increase its ability to find external leaks - The system shall be able to operate in a gross leak detection mode up to 5 Torr. - The system shall be able to self calibrate and zero set. It must have an internal helium leak able to supply a helium leak rate of at least 10-7 atm ? cc/sec. - The system shall be able to calibrate using a external helium leak - The minimum detectable leak shall be at least 5 x 10-10 atm.cc/sec - The system shall have a sensitivity range of 1 x 10-9 to 1 x 10-3 with a leak capability of pressures up to 5 Torr. - The system shall have an easily read display that is calibrated in standard notation. - The system shall have a automatic back ground compensation built in. - The system shall have a remote control and display unit. - The system shall meet the Federal Standard 209E for class 100 clean rooms. The contractor shall pack and mark the shipment in conformance with the requirements of clean room standards. Delivery terms shall be FOB Destination. FOB Destination means that the vendor shall be responsible for any loss or and/or damage to the goods occurring before receipt, inspection, and acceptance at the delivery point. The delivery point is NIST, Building 301, Shipping and Receiving, Gaithersburg, MD 20899-0001. Offerors shall submit the following: 1) a quotation which addresses all Contract Line Items; 2) sufficient product information to CLEARLY DOCUMENT that the offered products meet the specifications stated herein; and 3) description of commercial warranty; and (4) copy of the most recent published price list. Quotations shall be firm-fixed price and valid for 30 days. To be eligible for award, offerors must be registered in the Central Contractor Registry. Information on the CCR may be obtained at http://www.ccr.gov. A DUNS number is required to register. To procure a DUNS number, please call Dun & Bradstreet, Inc., at 1-866-705-5711 or 610-882-7000. There is no cost to obtain a DUNS number. Award will be made to the responsible offeror whose quotation conforming to this synopsis/solicitation offers the best value to the Government, technical and price factors considered. The Government will evaluate quotations based on Technical Capability and Price. Technical Capability is more important than Price. Evaluation of Technical Capability shall be based on the information provided that clearly documents that the offered product meets or exceeds the performance specifications stated herein. Price will be evaluated only for quotations determined technically acceptable. TheGovernment will not select an offeror for award on the basis of a relatively superior technical rating without concern for price. Online Representations and Certifications Application (ORCA) is an e-Government initiative that has been developed to replace most of the paper based Representations and Certifications (Reps and Certs) process.
