Description
The U.S. Department of Commerce/National Oceanic and Atmospheric Administration intend to negotiate with A.C. Nielsen on a sole source basis in accordance with the authority of 41 U.S. c. 253 (c) (1) only one responsible source. This requirement is for a base period of 12-months with an additional four 12-month option periods. The acquisition is to develop highly technical data showing the total for UPC-coded scanner data from scientifically-selected samples of retailers for the food, drug, and mass merchandiser channels. A.C. Nielsen, data are sold as a block of 400 + standardized categories. This detailed allows Bureau of Economic Analysis (BEA) to more accurately calculate to research the data methods for improving the measurements of PCE goods. A.C. Nielsen is uniquely qualified because of their experience and knowledge in providing data, developing highly technical data showing the total of UPC-coded scanner data from scientifically markets and PCE goods, drugs annual estimates for many years. Offeror certain they can meet the requirements are requested to submit in writing an affirmative response which details their technical information demonstrating the ability to meet the above requirements. The response must be sufficient to permit agency analysis to establish a bonafide capability to meet the requirement. Failure to submit such documentation will result in the Government proceeding as stated above. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the government. Affirmative written responses must be received no later than 15 days after publication of this synopsis. Note 22 apply to this requirement.
