- The U.S. Department of Energy, National Nuclear Security Administration (NNSA) is conducting market research to seek qualified small business sources to provide supplemental charter aircraft services in support of NNSA Office of Secure Transportation, Aviation Branch???s statutory Government mission requirements. The intent of this future acquisition is to establish a Blanket Purchase Agreement (BPA) with qualified sources for a period not to exceed five years. The BPA will be reviewed on an annual basis and may be modified based on existing market conditions to include making new arrangements with different suppliers. Charter requirements are sporadic in nature and are for passenger/baggage movement exclusively with charters originating or terminating at locations throughout the continental United States. The contractor will be required to provide airplanes for passenger/baggage movement, as described in the attached draft Statement of Work (SOW). Charter operators must receive a successful inspection in accordance with the DOE Safety Audit of Commercial Vendors and Other Organization Aviation Operations Program in order to be eligible to receive contracts under the BPA. All interested parties are invited to submit a Statement of Capabilities (SOC) to NNSA to include: (1) a summary of similar, recent (within the last five years) performance history and indicate what capacity the work was performed (prime contractor, subcontractor, etc.); and (2) business status (i.e., small, small disadvantaged, HUBZone, 8(a), woman-owned, etc). List any teaming partners and their size status. The performance history shall list the prime contracts and significant subcontractor support work performed to include (1) the contract number; (2) the name and address of the contracting activity; (3) the name and telephone number of the Contracting Officer???s technical representative; and (4) a brief description of the work performed. The SOC shall not exceed ten (10) pages in total and shall include the interested firm??? s complete mailing address, point of contact (name, telephone number, and e-mail address), and reference solicitation number DE-RP52-05NA26512. The applicable North American Industry Classification System (NAICS) Code for this effort is 481211 with a corresponding qualifying size standard of 1500 employees (indicates maximum allowed for a concern, including its affiliates, to be considered small.) SOC responses must be received NO LATER THAN 3:30 p.m. Mountain Time on March 29, 2005. Responses must be received through the IIPS website (http://e-center.doe.gov/) or may be e-mailed to mhenry@doeal.gov.
