- The Agency for Healthcare Research and Quality, (DHHS), through the Program Support Center, intends to negotiate a sole-source award with Peter Goldschmidt, MD, Bethesda, MD. Purpose: The Agency for Healthcare Research and Quality (AHRQ) intends to establish and to operate a system to report patient safety incidents, referred to as the National Patient Safety Incident Reporting System (NPSIRS). AHRQ desires to retain a consultant to assist the Project Director develop an outline of the necessary steps to plan the development of a NPSIRS (plan for NPSIRS). AHRQ has formed a ?Patient Safety Work Group,? initially comprising only AHRQ staff and, more recently, including representatives of FDA and CDC. This work group will be responsible for generating the taxonomy and common clinical definitions necessary to support a national patient safety reporting database. Peter G. Goldschmidt, MD, is a physician with a DrPH from Johns Hopkins who is well known in the field of health services research and clinical decision support. He was a chief architect of several important initiatives that are directly relevant to the patient safety project Dr. Goldschmidt is unique in his combined knowledge and experience in clinical decision support, epidemiology, computer science, and the actual construction of clinical computer software systems that measure performance. He is a researcher who has practical experience in development of software systems that have been deployed on a large-scale basis. His training in epidemiology and statistics is a critical component of his ability to direct the development of the appropriate taxonomy, clinical definitions, and supporting computer systems to support collection and analysis of a national patient safety database. Additionally, his experience as a former Director, Health Services Research & Development Service, U.S. Department of Veterans Affairs, and past membership on various federal coordinating committees will prove valuable toward coordinating and integrating knowledge regarding federal, state, and private-sector organization patient safety incident reporting systems and initiatives. THE PROPOSED SIMPLIFIED ACQUISITION ACTION IS FOR SUPPLIES OR SERVICES FOR WHICH THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE SOURCE UNDER AUTHORITY OF FAR 13.106-1 INTERESTED PERSONS MAY IDENTIFY THEIR INTEREST AND CAPABILITY TO RESPOND TO THE REQUIREMENT OR SUBMIT PROPOSALS WITHIN 7 DAYS AFTER THE DATE OF PUBLICATION OF THIS NOTICE. A DETERMINATION BY THE GOVERNMENT NOT TO COMPETE THIS PROPOSED SIMPLIFIED ACQUISITION BASED UPON RESPONSES TO THIS NOTICE IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. INFORMATION RECEIVED WILL NORMALLY BE CONSIDERED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER TO CONDUCT A COMPETITIVE PROCUREMENT.
