Description
The Mine Safety and Health Administration (MSHA) is required to address the needs of the Spanish speaking public within the mining community by translating the MSAH web site into Spanish. To accomplish this requirement, MSHA is seeking a contractor to provide these services. This requirement is set aside for small businesses The NAICS code for this requirement is 541511 and the small business size standard is $21 million. In order to be responsive to the MSHA requirement the translation services must meet all of the following requirements. This is a combined notice and solicitation for commercial items. 1. The required translation services shall be a machine translation of all MSHA HTML based Internet web pages located at www.msha.gov and shall include Active Server pages (.asp, .aspx). 2. The translation is provided as a service from the vendor?s website, not MSHA?s. 3. The translated pages are to appear as a new page in a separate window. 4. Translation is to be done in real time (i.e., takes the page as it currently exists on the MSHA website and translates it on the fly) not a static translation that becomes out of date when the page?s contents change. 5. The translated pages shall retain all HTML code (e.g. links to other pages still work) and when you go to other pages, they are translated as well (within the MSHA website). This includes the translation of all <ALT> tags used in defining pictures. 6. The translation service must provide a method for the creation of dictionaries of terms that MSAH is able to maintain in an easy method. This means full access to all dictionaries for updating. These dictionaries shall be used to make the machine translations more exact. 7. The service must provide the ability to exclude certain words and phrases (formal names, etc.) from translation. 8. The service must be able to use existing technical dictionaries containing specialized mining terminology that MSHA has developed over the past several years. 9. The translation service shall be at a fixed price. 10. The translation service must work only on pages served up from www.msha.gov 11. The translation service must provide access to statistics, such as the number of pages translated, by day, month, and by year. The service must also report through log files, or other means, which pages are being translated. 12. The vendor shall ensure that a representative that is familiar with the MSHA requirements is available to answer questions and resolve any problems encountered with the translations. Interested parties should submit a proposal that specifically addresses each of the above requirements to the below address no later than 3:00 PM, EST, April 1, 2005. Proposals may be either in electronic format or hard copy. MSHA anticipates awarding a fixed price contract for a period of one base year with four (4) option periods of one (1) year each. Pricing proposals must indicate a flat annual rate for the service for each of the years. Proposals that price the translation by any method other than a flat annual rate will be considered non responsive and will receive no further consideration. Vendors may propose tiered pricing based upon differing daily/annual translation rates. Proposals must also include information regarding updates. Proposals will be evaluated on the ease of use by users of the MSHA website, turnaround time for translations, supported document formats.
