Description
This project will consist of grading, drainage, asphalt surfacing, bridge replacement on 3.32 miles of roadway for TX RRP ANAH 10(1), Anahuac Entrance Road, in Anahuac National Wildlife Refuge Area, Chambers County, State of Texas. Estimated price range is between $1,000,000 and $5,000,000. Principal work items on the base schedule include: 28 ea drainage structure survey and staking; 6.6 mi grade finishing stakes; 16 ea approach road survey and staking; 3.4 mi roadway cross section survey; lump sum contractor testing; 3,250 ln ft silt fence; 1,000 mgal watering for dust control; 20 ac clearing and grubbing; removal of structures and obstructions (various); 2,200 cu yd subexcavation; 36,000 cu yd unclassified borrow; 31,000 tons aggregate base; 8,900 tons hot asphalt concrete pavement class B, grading C or E, type 1 pavement smoothness; 600 tons asphalt cement grade pg 64-10; 65 tons prime coat grade MC-70; 734 sq yd plain Portland cement concrete pavement, 6-inch depth; 435 ln ft precast prestressed concrete piles, in place; 404 sq yd vinyl sheet piles, in place; 27 cu yd structural concrete, class A; 8 ea precast, prestressed concrete structural members, Texas box beam, 4B20; 1315 ln ft pipe culvert (various); 2 ea metal gate; 1 ea cattle guard; heavy equipment operator (various); 6,600 cu yd placing conserved topsoil 24,350 sq ft pavement markings, Type H; along with associated fencing, signing and traffic control. In addition to the above items, major items for Options X and Y include lump sum bridge survey and staking; roadway aggregate method 2; removal of structures and obstructions; precast prestressed concrete piles, in place; vinyl sheet piles, in place; precast, prestressed concrete structural members, Texas Box Beam, 4B20; reinforcing steel; treated structural timber and lumber. The following applies only to Minority, Women-Owned and Disadvantaged Business Enterprises (DBEs): The Department of Transportation (DOT) Office of Small and Disadvantaged Business Utilization (OSDBU), has programs to assist minority, women-owned and disadvantaged business enterprises to acquire short-term working capital and bonding assistance for transportation-related contracts. This is applicable to any eligible prime or subcontractor at any tier. The DOT Bonding Assistance Program enables firms to apply for bid, performance and payment bonds up to $1.0 million per contract. The DOT provides an 80% guaranty on the bond amount to a surety against losses. Loans are also available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $750,000 with interest at prime rate, as published daily in the Wall Street Journal, plus 1.75 percent.
