Description
The U.S. Army Research, Development and Engineering Command (REDECOM) Acquisition Center intends to negotiate solely with Northrop Grumman, Litton Laser Systems Division (NGLS), Apopka, Florida for a system-level redesign of the Lightweight Laser Des ignator Rangefinder (LLDR) to implement the latest generation Global Positioning System (GPS) electronics under the authority of 10 U.S.C. 2304(c) as implemented by FAR 6.302-1 Only One Responsible Source. The Government intends to issue a modification to existing Delivery Order BM02 against Basic Ordering Agreement N00383-02-G-007A. The LLDR is a modular, man-portable target observation and designation system which operates day and night in all weather conditions. The design of the LLDR, as well the tec hnical data required to competitively design and implement the GPS upgrade, is proprietary to NGLS and the Government does not possess detailed technical data for this item. No other source can provide this redesign without duplication of development, t esting and manufacturing facility costs or without exceeding the required commencement of delivery of the upgrade. Offerors who can demonstrate they can meet the Government's requirement will be considered for award. Only an electronic copy of the RFQ wi ll be available on the Army Singe Face To Industry web site. No hard copies will be issued; therefore; no written, faxed or email requests for the solicitation will be accepted.
