Description
Point of Contact for this Project is Richard Feller, Contract Specialist, (817) 886-1056. FY05, PN 56232, Electromagnetic Vulnerability Assessment Facility (EMVAF), White Sands Missile Range, New Mexico. The Government intends to issue a firm fixed price contract using a BEST VALUE selection process regarding the construction of a 61,580 gross square foot secured Electromagnetic Assessment Facility. This Electromagnetic Vulnerability Assessment Facility (EMVAF) will consist of two stories containing two anaechoic chambers and a partial basement located underneath the larger of the two chambers. The EMVAF will include the following construction elements but are not limited to: a large anaechoic chamber with access doors; a small anaechoic chamber; a large capacity turntable with lift inside the chamber; a positioner inside the small chamber; shi elded control rooms; technical assembly area; electronics laboratory and work space for scientific equipment; multiple rooms for classified computers; a large prep room for a semi-tractor trailer; fabrication shop; hoisting equipment; high speed communicat ions room; classified analysis area; training and meeting rooms; supply and storage vault with classified vault; break room and mailroom; restrooms; and loading dock. Provide scientific workstation space; personnel offices; maintenance and spare parts sto rage areas; and a mechanical lab. Install an intrusion detection system (IDS) and connect to the existing central receiving station. Provide a fire protection system inside both anechoic chambers and throughout the building with connection to the central receiving station. Supporting facilities include a power substation; exterior water storage and pumping station; security fencing; storm drainage; parking and site improvements. Estimated Price Range for the project is between $25,000,000 and $50,000,00 0. The North American Industrial Classification System (NAISC) code applicable to this project is 236220, which corresponds to SIC 1542. The Small Business Size Standard is $28.5 Million. UNRESTRICTED Solicitation Number W9126G-05-R-0009 for this project i s anticipated to be issued on or about April 7, 2005, with proposals due on or about May 9, 2005 (unless otherwise stated in the solicitation). This is Best Value procurement. Procurement consideration, listed in descending order of importance, will be giv en to Construction Past Performance, Corporate Relevant Specialized Experience, Management Effectiveness, Construction Duration, price, and other salient factors included in the solicitation (unless otherwise stated in the solicitation). There will be no p ublic bid opening. It is anticipated that when combined, the technical evaluation factors will be more important than cost or price. Proposals from Large business firms must comply with FAR Clause 52.219-9 regarding the requirement for submission of a Subc ontracting Plan. The Fort Worth District FY05 Subcontracting Targets (expressed as a percentage of the contractors total planned subcontract amount) are as follows: Small Business 50.9%; Small Disadvantaged Business 8.8%; Women-Owned Small Business 7.2%; HUBZone Small Business 2.9%, and Service-Disabled Veteran-Owned Small Business 0.5%. The solicitation plans and specifications will be placed on Compact Disk (CD-ROM) and will be provided at no charge. Plans and specification will not be provided in a hard paper copy format unless the Government determines that it is necessary. However, the Government reserves the right to use only the Internet as notification of any changes to the solicitation. It is therefore the Contractors responsibility to check the fo llowing address daily for any posted changes to the solicitation.
