Description
SYNOPSIS ACQUISITION PLAN  DATED 1 MARCH 2005 INDEFINITE DELIVERY/INDEFINITE QUANTITY CONTRACT U.S ARMY CORPS OF ENGINEERS, OMAHA DISTRICT Total dollar amount being proposed: $14.5 million Number of contracts being proposed: One Base Period: Five one-year base periods, or until $14.5 million dollar contract limit is reached. Area of Coverage: Kirtland AFB, NM; existing Corps of Engineers (Omaha District) customers; work within boundaries of the Corps of Engineers Northwest Division. Support the Requirements: This contract is required to ensure that Kirtland AFB (and areas referenced above) remain in compliance with the Clean Air Act, Safe Drinking Water Act, and other applicable laws and regulations. Remarks: The contractor will be required to provide full environmental remediation/compliance services as define by NAICS code 562910. The pending contract will be an Indefinite Delivery/Indefinite Quantity contract for various Environmental Compliance and Remediation Services in support of the US Corps of Engineers at Kirtland AFB, NM. The Scope of Work for t his contract also includes support for work within the boundaries of the Corps of Engineers Northwest Division, as well as support for current Corps of Engineers (Omaha District) customers. The major component of this contract will be the support work pro vided under the Environmental Compliance and Remediation Service programs at Kirtland AFB, New Mexico. The contract will include firm-fixed price and cost-reimbursable elements for a wide range of environmental compliance services in the following areas, i ncluding but not limited to, natural and cultural resources, Environmental Impact Analysis Process (EIAP) and related assessment services, and regulator compliance services for air, water, and hazardous materials and waste. To meet the requirements identif ied in these major elements, the contractor will be required to work at Kirtland AFB, NM. Project-specific task orders will be issued under the basic contract. Each task order will define the performance requirements of the contractor. Task orders may use performance-based statement of works. Performance-based statement of works are written to give contractors the freedom to determine how to meet the Governments performance objectives and provides for payment only when the results meet or exceed these objectives. Performance-based statement of works emphasize performance that can be contractually defined so that the results of the contractors effort can be measured in terms of technical and quality achievement, schedule progress, or cost performance. The size standard to determine small business for this requirement is $12.0 million dollars in annual receipts, based on NAICS 562910, Remediation Services. This solicitation shall be available through INTERNET ACCESS ONLY. All solicitation documents shall be posted to this website. All amendments to the solicitation will be posted to the web site. It is the responsibility of the Contractor to check the websit e for amendments and/or notifications. It is also the responsibility of the Contractor to acknowledge all amendments in the proposal documents when submitted.
