Description
The U.S. Fish and Wildlife Service, Region 7 (Alaska) intends to award a Sole Source Indefinite Delivery / Indefinite Quantity Contract to Ducks Unlimited Inc. The project is a continuation of previously collaborative work with Ducks Unlimited between the Alaska Department of Fish and Game, Bureau of Land Management, National Park Service, North Slope Borough, U.S. Forest Service, and U.S. Fish and Wildlife Service (FWS). Senate Report 108-341 for Fiscal Year 2005 Appropriation Act for the Department of the Interior and Related Agencies specifies that only "a Non-Governmental Organization (NGO) that has a proven system of land cover products in Alaska, and a high level of expertise in forest cover and wetlands." shall work collaboratively with FWS to complete land-cover mapping on Alaska National Wildlife Refuges. Only a Non-Profit consultant with appropriate experience is authorized to enter into this contract. This contract is for the development of land-cover maps based on satellite imagery of National Wildlife Refuges in Alaska. The production will be accomplished through the following tasks: A. Supervision and Administration B. Planning C. Fieldwork Logistics D. Fieldwork E. Image Processing F. Accuracy Assessment G. Final Product Generation and Delivery The consultant will develop a work-plan to include planning, tasks, roles and responsibilities of staff, and estimated budgets and timelines for mapping of individual refuges. Provide experience and input to the logistical planning for fieldwork to ensure successful completion of the field data collection process. Acquire necessary satellite imagery from the MRLC consortium. Perform image classification of Landsat TM imagery to produce digital earth-cover datasets. Perform an accuracy assessment of earth-cover mapping products. Provide final products (for each Refuge mapped) to include: Digital earth cover image in ESRI ArcGIS or Erdas Imagine format, Digital MS Access relational database of all field data, Digital photos of field sites, Customized software for accessing and viewing the MS Access database and digital field photos, and Project Final Report in .pdf format. Based on the Fiscal Year 2005 Appropriation Act, this notice of intent is not a request for competitive proposals, and the government does not intend to accept proposals received. Award shall be made 15 days after publication of this notice. See numbered note 22.
