Description
The U.S. Postal Service intends to award one or multiple indefinite quantity contracts (IQC) for architect/engineer services related to the following: 1) design and support related to the construction of new Postal Service facilities; and 2) design and support related to projects associated with existing Postal Service facilities. Project types include, but are not limited to, repair and alteration projects, capital improvement projects, building surveys, feasibility studies, cost estimating; preparation and issuance of contract documents, and construction administration services. Projects executed under this contract will relate to Postal Service facilities located in northern California which includes the Bay Valley District, Sacramento District, and San Francisco District. Awarded contracts shall have a base term of two years with three one-year renewal options. Options will be exercised at the discretion of the Postal Service. Individual work orders will be issued under the terms of the contract. Each work order will be negotiated as a single project. The total cumulative contract amount shall not exceed $5,000,000. The minimum cumulative value of work orders issued during the base term of the contract shall not be less than $5,000. Work orders for any one new construction project shall not exceed $500,000. Work orders for any one project other than new construction shall not exceed $250,000. Firms that have the qualifications to perform the services described are invited to submit a complete and current SF-330 Architect-Engineer Qualifications (Parts 1 and 2) and current SF-330 (Part 2) for each consultant. The selection process will be conducted using the information contained in the submitted SF-330. Interested firms with more than one office must indicate on their SF-330 the staffing composition of the office in which the work will be performed. Primary factors for consideration include, but are not limited to, the following: 1) Local firms licensed by the State of California. For firms to be considered local, they must be located in the area covered by the contract, demonstrate that the majority of the work will take place in the submitting office, and that the significant points of contact are located in that office. 2) Prime firm must have a minimum of two registered architects on staff. 3) Submitting firm must furnish the following minimum consulting resources: civil, structural, mechanical, electrical, plumbing. Furnish a completed SF-330 (Part 2) for each consultant listed. All consultants must be adequately licensed and professionally registered for practicing in the State of California. 4) Prime firm must have been established for a minimum of three years and adequately demonstrate proficiency in executing projects similar in size and scope to those listed herein. 5) Prime firm must demonstrate proficiency in the use of current design and communication technology sufficient to execute projects using Postal Service Standard Design Criteria (SDC is all electronic, and is dependent on Microsoft Office? software, Adobe? document management software and Autodesk?software. 6) Prime firm must maintain a minimum of $500,000 in liability insurance. Selected firms must provide evidence of current errors and omissions coverage of at least $200,000 per claim. 7) Previous experience with Postal Service projects is not required, but may be considered a positive attribute. The selection committee may conduct on-site interviews following adequate notification and scheduling. Firms are prohibited from paying any fee, commission, percentage, or brokerage fee to any person or firm contingent upon, or resulting from, award of the described contracts. Participation by minority-owned and women-owned businesses is encouraged. No other general notification for these services will be made. Submittals will not be returned. Firms are encouraged to send submittals via services provided by the U.S. Postal Service. Please note the solicitation number on the outside of your submittal. This is not a request for proposals.
