SOLICITATION/CONTRACT FORM The required response date/time has changed from 18-Mar-2005 05:00 PM to 22-Mar-2005 05:00 PM. The following have been added by full text: AMENDMENT #1 The following have been added as the result of questions that were posed at and prior to the pre-RFQ/pre-quote conference that was held in building 114 on Friday, March 11, 2005. The following in made part of solicitation # W91QF2-05-T-0008: The date of the pre-quote conference should read Friday, March 11, 2005, not Wednesday, March 9, 2005. ------------------------------------------------------------------------------------------------- Question: Does the prospective contractor need to have a Government-approved warehouse? Answer: Include the answer to the following question in your submittal: Do you have a Government- approved warehouse? Yes_____ No______ (***IMPORTANT: All prospective contractors must have a Government approved warehouse prior to award or upon award of the contract. The prospective successful contractor or contractors shall provide the Contracting Office with required document(s) prior to award or upon award; namely, DD Form(s) 1811 from the Regional Storage Management Office (RSMO) that indicate the contractor or contractor's warehouse(s) have been approved for Government service/storage. If these documents are not provided to the contr acting office in a timely manner, the prospective successful contractor or contractors will be ineligible for an award.) ------------------------------------------------------------------------------------------------- Question: Does FAR clause 52.203-2, Certificate of Independent Price Determination, apply? Answer: This acquisition is to be made under the simplified acquisition procedures in Part 13. Therefore, clause 52.203-2 does not apply. ------------------------------------------------------------------------------------------------- Question: What are the daily requirements and capabilities for the upcoming contract? Answer: See the section marked 'Quantities.' ------------------------------------------------------------------------------------------------- Question: Please explain what RFQ in block 14 on page 1 means: Answer: RFQ is 'Request for Quotation.' ------------------------------------------------------------------------------------------------- Question: Items 0001AC and 0004AC - storage  is there a waiting period before storage begins? Previous contracts had a 6-day waiting period before storage can be billed. Answer: The description for SubCLINs 0001AC, 0002AC, 0003AC, 0004AC, 0005AC, and 0006AC are changed to read the following: Storage, including warehouse handling: Storage including warehouse handling. Storage of containerized articles shall be furnished when ordered by the ordering officer. Charges shall not commence earlier than the sixth (6th) workday following date of transportation officer's receipt of notific ation of completion of containerized service. Storage charges apply for each 30-day period or fraction thereof. Date of release from storage shall not be considered in computation of storage charges. ------------------------------------------------------------------------------------------------- Question: Item 0001AD contractor furnished containers  what kind of containers is specified by this CLIN? Are they type II lift vans only? What about containers for baggage shipments and overflow boxes? Answer: The description for SubCLINs 0001AD, 0002AD, and 0003AD are changed to read the following: Contractor-furnished containers. Contractor-furnished containers (MTMC Pamphlet 55-12). This is an additional charge for contractor-furnished containers. Contractor may invoice for these charges only if approved by the ordering officer. ------------------------------------------------------------------------------------------------- Question: Item 0007AB storage (local moves)  there is no provision for delivery out of storage shipments that were picked up as a local move. All government tariffs have a rate for delivery out of storage except this solicitation. All government tariff s have a rate for delivery out of storage except this solicitation. Contractors cannot be expected to deliver these shipments without compensation. Answer: The descriptions for SubCLINs 0007AB, 0008AB, and 0009AB are changed to read the following: Storage, including warehouse handling: Storage, including warehouse handling. Storage on local moves when there are conditions unknown prior to the beginning of the move. The transportation officer will review the case and in extraordinary circumstances, storage will be authorized for the mov e when it cannot be delivered. Charges will accrue immediately, for one (1) period up to eight (8) days. ------------------------------------------------------------------------------------------------- Question: Item 0007AD attempted delivery  this is redundant, as shipments that are picked up and cannot be delivered must be placed in storage. What is the contractor supposed to do with the shipment after the 30 minutes allowed to locate the shipper? Answer: Follow procedures in 'Attempted Delivery.' ------------------------------------------------------------------------------------------------- Question: Item 0007AE drayage beyond the area of performance  what happens to shipments going past the 50-mile radius? As the local moving contractor for the present contract, we are constantly given moves going more than 50 miles and are told that these moves are our responsibility. Are we allowed to turn down these shipments? Answer: Item 0007AE will be applied as written. ------------------------------------------------------------------------------------------------- Question: Page 61 and 62 technical proposal  do these have to be included with the bid or do we submit this after the award. Answer: Yes, with the quote. ------------------------------------------------------------------------------------------------- Question: Item 0001AA  The unit price should be a rate per 100 pounds, is that correct? Gross or net? Answers: Yes. Net. ----------------------------------------------------------------------------------------------------------- Question: Government owned containers, are they delivered to our facility? Answer: Government is required to furnish Government owned containers. If Direct Procurement Method (DPM) agent does outbound and inbound services, then agent will have a supply of containers. As one comes in and is emptied, it is refilled and shipped. ----------------------------------------------------------------------------------------------------------- Question: Item 0001AD  What type of containers do you want contractor to furnish? Answer: See Military Traffic Management Command - MTMC Pamphlet 55-12. ----------------------------------------------------------------------------------------------------------- Question: Item 0001AF  any special containers? Answer: Government approved containers. ----------------------------------------------------------------------------------------------------------- Question: Must shipment be weighed at residence? Answer: No. Shipment must be weighed at certified public scales, when applicable. ----------------------------------------------------------------------------------------------------------- Question: I would like to clarify one issue concerning the FAR Clauses invoked in this solicitation--FAR clause 52-247-2 Permits, Authorities, or Franchises. We are proposing to team/partner with a large sub to bid this solicitation. We, as a company, do not possess permits from either the PUC or FHWA but our partner/sub does. Does this preclude us from being able to successfully bid this solicitation? Answer: Often, the analysis of the requirements of the RFP by the proposal manager and proposal team members will indicate that the company lacks the capability to provide effectively one or more elements or components of a complete product or system requ ired by the solicitation. In this situation, it is often desirable to involve in the proposal preparation effort another company that is better qualified to provide the capability that may be lacking. This job can be accomplished by a teaming arrangement. The government recognizes the validity and legitimacy of teaming arrangements, albeit with certain limitations. The government requires its prime contractor to disclose the existence and composition of any teaming arrangement formed to perform a contract, so that it may exercise its authority to withhold its consent to a particular subcontract arrangement. The government, for example, would not recognize a teaming arrangement involving a debarred or suspended teaming partner. In addition, the government r etains the authority to determine that its prime contractor is responsible, that is, it has the financial, industrial, and other resources necessary to perform the contract and is an ethical contractor. The government also has the ability to ensure that it can obtain necessary data rights, pursue policies on competitive contracting, and hold the prime contractor fully responsible for contract performance. This may include evaluation of subcontractor's responsibility as well. ----------------------------------------------------------------------------------------------------------- QUANTITIES ESTIMATED QUANTITIES The quantities shown by area of performance for each item in this solicitation are the Governments estimates of requirements, which may be ordered during the period of the contract. The Governments estimated maximum daily requirements, excluding Saturday , Sunday, National, State and local holidays are listed below by area of performance within each schedule. *Prospective contractors must complete the Prospective Contractor's Guaranteed Daily Capability, which must equal or exceed the Governments minim um acceptable daily capability, for all items within an area of performance for which they submit bids.
