- Description
- The United States Coast Guard Maintenance & Logistics Command, Atlantic intends to issue a Commercial Request for Quote (RFQ) for Dry Dock and repair to the USCGC PENDANT (WYTL-65608). The Coast Guard intends to conduct the procurement in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, and FAR Subpart 13.5, Test Program for Certain Commercial Items. The simplified acquisition will be issued as a Best Value, Request for Quote (RFQ), on or about April 8, 2005 with quotes due on or about April 22, 2005. The RFQ will be issued via the Federal Business Opportunity (FEDBIZOPS) web page at www.eps.gov. Hard copies of the specification and solicitation will not be issued. A CD-ROM containing all applicable drawings will be sent via U.S. mail, if requested. Send all request via e-mail to awoodley@mlca.uscg.mil. It is incumbent upon contractors to monitor the FEDBIZOPS web page for RFQ release and all subsequent amendments. FEDBIZOPS also contains an option automatic notification service. The standard industrial classification code is 3732 and the NAICS is 336611. The acquisition will be solicited Small Business Set Aside. The homeport of the vessel is Boston, MA. All work will be performed at the contractor?s facility. The performance period will be 52 days with a start date on or about July 18, 2005. The scope of the acquisition is for dry docking; welding repairs; clean sewage and grey water collection and holding tanks; remove, inspect, and reinstall propeller shaft; renew shaft covering; straighten shaft; renew water-lubricated shaft bearings; renew propeller shaft sleeve(s); remove, inspect, and reinstall propeller; perform minor repairs and reconditioning of propeller; clean, inspect, and test grid coolers; renew transducer; overhaul and renew valves; inspect and test air receiver and renew relief valve; remove, inspect, and reinstall rudder assembly; inspect various deck fittings; preserve weather deck; preserve underwater body; preserve freeboard; preserve superstructure; provide temporary logistics; routine drydocking; overhaul steering gear system; renew cathodic protection system; provide dining and lodging; inspect and upgrade welds in berthing, sewage void, and forepeak frames and shell plating; preserve bilge surfaces in lazarette; preserve bilge surfaces in port and starboard voids; preserve bilge surfaces in main hold; preserve surface in sewage void compartment; preserve surfaces in forepeak compartment; preserve surface in crew berthing area; install pilothouse bi-metallic transition joint; clean shipboard ventilation systems; and renew grease trap and acid clean sewage system piping. Trained welders who have been certified by the applicable regulatory code performance qualification procedures shall accomplish all welding and brazing. The following Geographic Restrictions applies to the USCGC PENDANT (WYTL-65608): Restricted from S/N Port Clyde, ME to S/W Rhode Island and Connecticut border.
