Description
8(a) COMPETITIVE SET-ASIDE: This solicitation is being set aside for 8(a) companies in a competitive manner. A determination has also been made to not restrict this 8(a) competition geographically. All 8(a) certified firms are deemed eligible to submit offers. In addition, it has been determined that competition will not be restricted by stage (transitional or developmental) of 8(a) program participation. SBA Requirement Number: 7700-05-502762 The following NAICS codes apply: 221122, Electric Power Distribution 221112, Fossil Fuel Electric Power Generation 221210 Natural Gas Distribution 221310 Water Supply & Irrigation Systems 221320 Sewage Treatment Facilities DESC: The Defense Energy Support Center (DESC), in conjunction with the United States Army, plans to offer the privatization of the central heat and power plant and electric, water, and wastewater systems at Fort Greely, Alaska; the central heat and power plant, and electric, natural gas, water, and wastewater systems at Fort Richardson, Alaska; and the central heat and power plant, and electric, water, and wastewater systems at Fort Wainwright, Alaska. Privatization is defined as the transfer of ownership and responsibility for the operations, maintenance, repair, future upgrades, and future utility system replacements. As a result of this solicitation, the firm will be selected to assume ownership of the above-mentioned utility systems. The successful firm will be required to provide expansions to the systems to meet future needs of the government. The resulting contract, if awarded, will require the Contractor to furnish all facilities, labor, materials, tools and equipment necessary to own, maintain, and operate the utility systems. The Contractor shall manage the maintenance, repairs, replacement, etc., of the systems to ensure continuous, adequate, and dependable service for each Government or tenant connection within the service area. The Contractor shall be responsible for funding all capital investments required to acquire, maintain and operate the utility systems in a safe, reliable condition and to meet the requirements listed in the contract. Offerors will not be required to submit offers on all of the utility systems and may submit offers on individual system(s) or on groups of systems on an all or none basis at Fort Richardson, Alaska. As for Fort Greely and Fort Wainwright, the systems must be taken on an all or none basis. For purposes of economic comparison required by 10 U.S.C. 2688, each system will be analyzed and considered for award separately. The Utility System being privatized is described as follows: Installations: Fort Greely, Fort Richardson, Fort Wainwright, Alaska Location: Fort Richardson, Alaska is located in Anchorage, AK; Fort Wainwright, Alaska is located in Fairbanks, AK; Fort Greely, Alaska is located in Delta Junction, AK. Utility Systems to be privatized: The following is provided only to give an approximation of the size, scope, and general description of the system. Any numbers should only be used for estimating purposes. The following system parameters are approximations. FORT GREELY, ALASKA (FGA) Fort Greely is located approximately 172 kilometers (107 miles) southeast of Fairbanks and just south of the community of Delta Junction in an unincorporated borough. Fort Greely is approximately 2,914 hectares (7,200 acres) (figure 3-1). The remainder of the former Fort Greely was transferred to Fort Wainwright, Alaska and remains under U.S. Army Alaska (USARAK) control. FGA has a working and resident population of approximately 820 persons. Description of Facilities: The utility systems consist of the following Capital Assets: A. Electrical Distribution System (EDS). B. Central Heat and Power Plant (CHPP) and Steam Distribution System (SDS). C. Potable Water Distribution System. D. Wastewater Collection System. FORT RICHARDSON, ALASKA (FRA) Installation Description: Fort Richardson is located in the City of Anchorage, Alaska and is the headquarters for the U.S. Army Alaska (USARAK). The cantonment area covers approximately 7,000 acres with the following utilizations: Land Use Existing Acreage % of Total Airfield 339 3.09 Maintenance 238 2.17 Industrial 383 3.49 Supply/Storage 1,624 14.79 Administration 84 0.76 Training Ranges 3,992 36.34 Unaccompanied Personnel Housing 64 0.58 Family Housing 272 2.48 Community Facilities 169 1.54 Medical 18 0.16 Outdoor Recreation 901 8.20 Open Space 2,868 26.11 Undevelopable Land 32 0.29 Fort Richardson?s population consists of approximately 2,118 authorized military personnel, 2,941 family members, 1,765 Army retirees, and 1,282 civilians. Family housing on the post totals 1,261 units. The major tenants stationed at Fort Richardson include: USARAK Headquarters 172nd Support Battalion Alaska National Guard Army Reserve 1st Battalion, 501st Parachute Infantry Regiment 562nd Engineer Battalion 21st Signal Company F-110th Military Intelligence Company CRREL Anchorage Field Office Description of Facilities: The utility systems consist of the following Capital Assets: A. Electrical Distribution System (EDS). B. Natural Gas Distribution System. C. Potable Water Distribution System. D. Wastewater Collection System. FORT WAINWRIGHT, ALASKA (FWA) Installation Description. Fort Wainwright is located in the City of Fairbanks, Alaska. Family housing on the post totals 1,429 units with an additional 550 units of 801 leased housing located both on and off post. The major tenants stationed at Fort Wainwright include: 172nd Infantry Brigade Bassett Army Hospital Alaska Fire Service (BLM) Army Reserve Center CRREL CRTC (After FGA BRAC) NWTC (After BRAC) COPE THUNDER Support (AF) Description of Facilities: The utility systems consist of the following Capital Assets: A. Electrical Distribution System (EDS). B. Central Heat and Power Plant (CHPP) and Steam Distribution System (SDS). C. Potable Water Distribution System. D. Wastewater Collection System. The Contractor(s) shall furnish all facilities, labor, materials, tools, and equipment necessary to own, maintain and operate the utility system(s) in a safe and reliable condition. The Contractor(s) shall manage the maintenance, repairs, replacement, etc., of the system(s) to ensure continuous, adequate, and dependable service for each Government or tenant connection within the service area. Real property interests will be conveyed in the form of a Real Estate Easement as an attachment to the RFP. The utility system(s) will be conveyed via a Bill of Sale upon award of the contract. Past performance information from potential Offerors shall be submitted as directed in the RFP. All responsible sources may submit an offer, which shall be considered. In accordance with FAR Subpart 19.8 ? Contracting with the Small Business Administration (The 8(a) Program), any award resulting from the solicitation will be made to an eligible small business concern provided that (1) at least two competitive offers are received from responsible small business concerns, and (2) award will be made at a fair market price.
