Description
The Centers for Medicare and Medicaid Services intends to award, under Simplified Acquisition Procedures, on a sole source basis a firm fixed price award to Robert Christy, for expert services in extracting data and constructing the analytic files and data runs that are the basis for the 2006 OPPS payment rates. The contractor will perform the necessary programming to allow timely completion of the following tasks for the 2006 OPPS update. Contractor will assist and provide hands-on training and support to CMS staff to enable them to acquire further experience, knowledge, and expertise in order to be able to perform independently the following tasks: Extract claims from the national claims history file and creating analytic files according to specifications provided by policy staff; Convert hospital billed charges to costs using specified cost-to-change ratios; Match revenue centers from a universe of approximately 90 million claims to cost-to-charge ratios of approximately 4000 hospitals; Develop ambulatory payment classification options based upon calculations of mean costs and charges; Create reports of median costs, procedure volume, APC configurations, etc. required for analysis; Make adjustments for wage differences and budget neutrality; Merge data files to create addenda and tables for publication in the Federal Register and posting on the CMS website; Construct Limited Data Sets for purchase by the public to model the OPPS proposed updates; Oversee special studies and provide technical support to staff for mainstream and special studies; Provide oversight to junior analyst(s) to make certain they are acquiring and maintaining the necessary skill sets needed; Run models of various configurations of ambulatory payment classification groups etc. The contractor shall have experience, knowledge, and expertise of the Medicare claims processing format and system. The contractor shall have in depth knowledge of Medicare data reporting requirements and claims processing. The contractor shall have a vast knowledge of and have experience with the various systems through which Medicare bills are processed, in particular outpatient bills. The contractor shall have expert knowledge of the hospital outpatient claims data and the recalibration methodology used to set the weights for the OPPS Ambulatory Payment Classification groups. All responsible sources may submit capability statements, which shall be considered by the agency in accordance with the requirements in the synopsis.
