Description

The Defense Contracting Command-Washington on behalf of the Office of the Assistant Secretary of Defense/Public Affairs intends to award a single source contract (IAW 6.302-1, Only One Responsible Source) to The Advertising Council, Inc. 261 Madison Avenue, New York, NY. This company is a Non-Profit entity. The objective of this contract is to provide services and products required by the America Supports You (ASY) national campaign, to field successful and effective public service announcements nationwide to bolster participation in the ASY campaign; creation of multimedia advertising products to enhance public participation; dissemination of multimedia products to national and regional media outlets; and monitoring and reporting the results of media placement efforts. The contractor shall develop the following (1) Develop a comprehensive research plan, (2) Develop a communications plan, (3) Develop a Public Service Campaign Strategy, (4) Creative Concept Development, (5) Pre-Production Concept Testing, (6) Create and Produce Multimedia products to Support Campaign Strategy, (7) Disseminate Multimedia Products to National Media Outlets, and (8) Monitor and Report on the Results of the Media Dissemination Effort. The Period of Performance will be six (6) months. No RFP is available for competitive bidding. SEE NOTE 22
