- The Government is seeking to procure a new JTT-IBS 4-channel receive/1- or 2-channel transmit (4/1 or 4/2) variant that can support the current Integrated Broadcast Service Interactive (IBS-I), and Integrated Broadcast Service Simplex (IBS-S) int elligence networks to fill a critical need for more IBS capable-terminals in the near-term until Joint Tactical Radio System (JTRS) is available to replace all legacy IBS terminals in the field. In addition, the new JTT-IBS must support integration of the Common Integrated Broadcast (CIB) waveform, Common Message Format (CMF) parser, Software Communications Architecture (SCA) core framework architecture, and a fully programmable COMSEC device to satisfy objective IBS transformation requirements. The Governm ent is planning to procure the JTT-IBS under an Indefinite Delivery Indefinite Quantity (IDIQ) Firm Fixed Price (FFP) production contract with delivery of terminals in 9 months for independent government testing, host platforms integration and fielding. Mo netary incentive will be given for accelerated delivery of the initial ten (10) baseline configuration terminals. This production contract is for the minimum procurement of sixty (60) terminals and additional purchase of up to 500 terminals for the total c ontract. The contract will be structured so that a baseline configuration JTT-IBS shall meet the baseline configuration requirements as specified in the Technical Requirements Document (TRD). Upgrade kits will be developed in parallel with the development of the final configuration which will subsequently bring all baseline configuration systems to a uniform final configuration system to support objective IBS requirements as specified in the TRD. The contract will also have a Time and Material (T&M) portion for additional support specified in the Statement of Work (SOW).
