Description
Wasington on behalf of the Research, Development and Engineering (RDECOM), Night Vision and Electronic Sensors Directorate (NVESD), Humanitarian Demining (HD) Office intends to negotiate a non-competitive Cost Plus Fixed Fee (CPFF) type contract with the Applied Research Associates (ARA), Inc, South Royalton, VT for the purpose of providing improvements for their existing Force Protection Demining System (FPDS) and testing of these improvements. Improvements shall include advanced data fusion & targe t recognition algorithm development; detection sensor improvements; advanced propellant torch formulations; evaluation of alternate neutralization techniques; unexploded ordnance (UXO) & improvised explosive device (IED) neutralization capability; integrat ion of GPS/INS for navigation & mapping using the FPDS robotic platform assets; and semi-autonomous straight-line or way-point navigation control capability to supplement teleoperation for specific missions. ARA will also be responsible for providing two additional FPDS platforms, developing manuals, providing logistics support for the system, and providing on-site overseas live minefield training and test support. The statutory authority for other than full and open competition is 10 USC 2304 (c)(1), Only One Responsible Source and no Other Supplies or Services will Satisfy Agency Requirements. However, all responsible sources that can provide supporting data to demonstrate they can successfully perform the effort may submit a quote that shall be consider ed by the agency. Responses should be no longer than five (5) pages. Responses are to be received via email within 45 calendar days of the date of this notice. All requests for further information must be in writing or via email, telephone requests for additional information will not be honored.
